Anti‑Trafficking Housing Specialist – STOP‑IT Program

Job Summary

The Anti‑Trafficking Housing Specialist assists in accomplishing the mission of The Salvation Army by coordinating activities within the City of Chicago. Responsibilities include outreach to victims of human trafficking, establishing trust, building victim identities, supporting safe exit strategies, and providing comprehensive case management. The role achieves expected outcomes as identified in the STOP‑IT Program Plan.

Essential Duties and Responsibilities Housing Activities
  • Using the program’s housing assessment to develop housing plans based on individual needs, identifying affordable housing locations for survivors.
  • Acting as a liaison between landlords and program participants to ensure stable housing and successful exit from exploitative situations.
  • Conducting housing needs assessments and providing participants with options and information for informed decisions.
Direct Outreach Activities
  • Providing outreach activities focused on assisting victims in leaving human trafficking, including client meetings, home visits, and work within community agencies.
  • Assessing the victim’s immediate threat of harm under close supervision.
  • Implementing a strengths‑based, person‑centered approach for readiness assessment and intervention design.
  • Consulting with the supervisor on case progress and current outreach stages.
  • Identifying community resources, establishing linkages with providers and law enforcement, and advocating on behalf of clients.
  • Obtaining Release of Information prior to referrals.
  • Processing financial assistance requests and initiating contact with mandated reporting agencies as appropriate.
  • Keeping the supervisor informed about subpoenas, court appearances, and crisis situations.
  • Maintaining the STOP‑IT hotline, completing case records, and attending professional supervision sessions.
  • Staying aware of liability and legal issues, and adhering to The Salvation Army Code of Ethics and NASW codes.
Intra‑Agency Responsibilities
  • Familiarity with agency policies and contributing ideas for improvement.
  • Collaboration with other Salvation Army units to meet shared goals.
  • Performing administrative assignments and participating in meetings and training.
  • Assisting with record‑keeping functions and maintaining office operations.
  • Serving in roles in conjunction with Corps Community Centers, Disaster Services, and other programs.
Community Relations
  • Cooperating with City of Chicago’s Department of Family and Support Services and the CHA Human Trafficking Special Initiative.
  • Participating in networking, trainings, and community planning activities for relevant social problems.
  • Providing community‑specific training to law enforcement, medical providers, and other groups.
Continuing Education
  • Attending professional seminars, conferences, and workshops.
  • Keeping up with developments in the social work field.
  • Participating in trainings offered by City Mission.
  • Other duties as assigned.
Reporting Relationships
  • The position reports to the STOP‑IT Assistant Program Manager or another assigned supervisor.
  • Works collaboratively with program staff, corps officers, and social services.
  • Represents The Salvation Army and its mission in all interactions.
Performance Measurements
  • Evaluation based on outcomes, timeliness, accuracy, and completeness.
  • Evidence of identifying potential trafficking victims and making referrals.
  • Weekly contact with potential and actual victims.
  • Minimum of 20 hours per week engaging potential victims.
  • Securing housing for at least six survivors per year.
  • Availability to provide critical incident services.
Minimum Knowledge,

Skills and Abilities
  • Bachelor’s degree in social work or related field (Master’s preferred).
  • Experience in anti‑human trafficking work preferred.
  • Holding or securing LSW/LCSW licensure when eligible.
  • Valid driver’s license and MVR clearance.

  • Maintain positive work atmosphere and professional conduct.
