JOB SUMMARY

The Anti-Trafficking Housing Specialist assists in accomplishing the mission of The Salvation Army through the coordination of all mission activities, corps and social service, within the City of Chicago. Provides outreach activities focused on victims of human trafficking. Outreach activities will result in:
1) establishing a trusting relationship with potential trafficking victims,
2) building victim‑identity,
3) assisting them to construct a safe, realistic, and culturally‑sensitive plan to leave trafficking, and
4) assisting them to create a safe, realistic plan for sustaining life after exit by providing comprehensive case management. Carries out functions that result in achieving expected outcomes as identified in the STOP‑IT Program Plan. Special functions may be assigned.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Housing Activities

  • Using the program’s housing assessment, develops housing plans based on the individual needs of participants and their families, including identifying affordable housing locations for survivors of human trafficking in Chicago and non-housing needs to establish self-sufficient life.
  • Acts as a liaison between landlords and participants, satisfying program commitments to ensure stable housing.
  • Conducts housing needs assessment to identify appropriate resources, offers options, and provides information for informed decisions.
  • Provides outreach activities within the agency’s policies, focused on assisting victims in leaving human trafficking, often off‑site including client meetings, home visits, and community work.
  • With close supervision, assesses the victim’s immediate threat of harm.
  • Utilizes a strengths‑based, person‑centered approach for assessing readiness to leave trafficking, designing interventions. The strategies include:
    • build trust
    • restore choice
    • teach informed decision‑making skills
    • create hope of exit
    • problem‑solve barriers to leaving
    • assist victim to plan effective exit strategies when they are safe and fully prepared, and assist in the exit.
  • Consults with supervisor to review and assess the current stages of outreach cases.
  • Develops and implements appropriate intervention strategies that recognize the current stage of readiness to leave, supporting the victim’s movement to next stage toward exiting trafficking; reviews client progress with supervisor regularly.
  • Identifies community resources and assists in developing linkages with providers and law enforcement that support the STOP‑IT program and client outcomes.
  • Maintains frequent case‑related contacts with local resources, collateral sources, public and private agencies, and law enforcement; references clients as needed and obtains appropriate Release of Information.
  • Processes requests for financial assistance under agency policy.
  • Initiates contact with the Illinois Department of Children and Family Services as a mandated reporter when child abuse or neglect is suspected.
  • Initiates contact with the Elder Abuse Hotline as a mandated reporter when elder abuse is suspected.
  • Keeps supervisor informed regarding case‑related subpoenas and attends court when appropriate.
  • Keeps supervisor informed of clients in crisis or at‑risk situations requiring immediate attention and reports contacts, situations or incidents per internal or Safe From Harm incident reports.
  • Maintains the STOP‑IT hotline as assigned and shared with team.
  • Completes case and statistical recordings, other required reports and record‑keeping per policy.
