Maintenance Manager

Directs and manages the maintenance staff and daily maintenance operations of assigned public housing sites. Ensures that appropriate maintenance for assigned sites is performed in compliance with all applicable federal, state, and local laws and regulations and GDPM policies.

Essential Functions

The essential functions of the position include, but are not limited to, the following:

  • Operates the property in accordance with all HUD and GDPM regulatory requirements. Ensures average occupancy level of 99% or above, and that vacant units are turned in a timely manner. Manages the maintenance staff so as the site is ranked as a high performer under PHAS.
  • Directs the performance of regular building and grounds inspections, maintenance, and repairs: daily, weekly and monthly systems checks; monthly health and safety inspections; monthly pest control inspections and applications; and annual inspections in accordance with applicable building codes, HUD regulations and GDPM policies and procedures in order to assure a safe and healthy property environment. Ensure proper maintenance compliance as it relates to REAC inspections.
  • Ensure vacant units are trashed within 24 hours.
  • Ensures that resident maintenance requests and emergency maintenance and repair needs are appropriately addressed in a timely manner, and meets with residents as required ensuring that a high level of customer service is provided.
  • Coordinates the work of contractors at asset sites, and inspects work to assure that services are provided in compliance with contract terms.
  • Ensures the availability of maintenance staff on a round-the-clock basis to address issues and/or incidents.
  • Ensures that adequate maintenance supplies are stocked and available at all times including the annual inventory is complete.
  • Completes required reports in an accurate and timely manner.
  • Ensure procurement functions are maintained at site level (purchase orders, requisitions, etc.).
Life Safety Duties
  • Provide Emergency Quick Reference Sheet (QRS) to all new employees at site orientation
  • Review QRS once a year to ensure information relating to Maintenance activities is up-to-date.
  • Ensure the quarterly inspections with fire safety contractor to review equipment condition are complete.
  • Maintain written log of fire safety contractor service reports along with any other requests for service, additional personnel or requisition orders associated with maintenance of fire safety devices and systems and submit monthly report to Safety and Compliance Officer.
  • Respond to a written request for corrective action or requisition for fire safety devices within 24 hours of receipt of notification and submit copy to the Safety and Compliance Officer.
  • Promptly address any life safety service issues occurring outside of quarterly inspections.
  • Keep written log of all life safety device/system incidents.
Providing Assistance During Actual Emergencies (if present to perform tasks and it is safe to do so)

In the event of a fire or other life threatening emergency:

  • Activate the nearest fire pull box to call fire department or police
  • Check with ICP Incident Commander or Chief Executive Officer to see if a call to confirm emergency is needed, or call 911 directly if requested to do so by Area Supervisor or GDPM employee
  • Assist where possible but provide for personal safety first
  • After accounting for all maintenance employees in the building/area, help Area Supervisors or Site Managers in taking roll call, and if needed, meet responders in the front of the building to direct them to area of concern and if appropriate provide non-ambulatory list.
  • Provide GDPM contact information to any "interested parties".

If bad weather is expected:

  • Monitor weather or ask Central Office Receptionist to call if a serious situation is imminent.
  • If needed, make an announcement for evacuation or shelter-in-place using hand held radio, cell phone or if in a building a Public Address system if possible, or if power is out, using verbal notification

If evacuating the building or sheltering-in-place:

  • Continue to monitor weather
  • Ensure all personnel are accounted for, or report anyone missing to IC for search and rescue.
  • If the site needs to be evacuated entirely, if possible, forward telephone calls to new location or personal cell phone.
  • Direct any incoming calls or inquiries regarding the emergency to the Public Information Officer listed on QRS.

If a health emergency involving bodily fluids:

  • Activate on-call members of Clean Team
  • Oversee remediation of bodily fluids and proper disposal of medical waste
  • Ensure area of concern has been returned to "operating condition" before giving the all clear for employees or residents to re-enter area.

If Team Leader for Emergency Support Team:

  • Ensure that up-to-date list of team members/contact info is available
  • If responsible for a Recovery Plan, make sure it is up-to-date and available.
  • When changes are made to the Recovery Plan, notify ICP Program Manager and provide copy of newest version
