Deer Park Refining Limited Partnership (DPRLP) known as PEMEX Deer Park is a highly complex refinery located 18 miles east of Houston in Deer Park, TX, and is a part of the PEMEX group which is a fully integrated oil company in the Americas, working across the entire value chain: exploration, production, industrial processing/refining, logistics and marketing. Position Overview

The Emergency Response Technician is responsible for protecting people, the environment, company assets, and the PEMEX Deer Park reputation by providing emergency response services and maintaining emergency response readiness across the refinery. This position responds to industrial emergencies, maintains emergency response equipment and fire protection systems, supports emergency preparedness activities, and provides health and safety field support as needed.

This role requires a strong visible field presence and close collaboration with Operations, Maintenance, Contractors, and HSSE personnel. Individuals are expected to demonstrate strong HSE leadership through active field engagement, positive intervention, and consistent application of the site’s Health, Safety, Security, and Environmental Management System.

Key Responsibilities
  • Respond to refinery emergencies, including fires, hazardous material releases, gas releases, spills to land and water, medical emergencies, confined space rescues, and other emergency incidents.
  • Maintain operational readiness of emergency response vehicles, facilities, equipment, and fixed fire protection systems.
  • Serve as the HSE Field Department owner for the fixed fire water system, including coordinating fire water impairments, preparing Permit to Work documentation, and supporting repair activities.
  • Develop, review, interpret, and maintain Emergency Orders, Standard Operating Procedures, Work Procedures, and other emergency response documentation.
  • Develop and deliver emergency response training and participate in emergency drills and exercises.
  • Provide Health and Safety field support, including:
    • Industrial hygiene monitoring
    • Turnaround support
    • Health and Safety compliance audits
    • Fire protection assessments
    • Initial emergency response training for site personnel
    • Health and Safety consulting services for refinery stakeholders
  • Conduct annual inspections and routine maintenance of fire extinguishers and other emergency response equipment.
  • Maintain a visible field presence by identifying hazards, coaching personnel, providing positive intervention, and reinforcing safe work practices.
  • Escalate safety, compliance, or emergency preparedness concerns that cannot be resolved at the working level.
