Occupational Health & Safety, Regulatory Compliance Specialist
Site Safety & Health Officer
We are seeking a proactive Site Safety & Health Officer to lead and manage safety programs on construction and federally regulated projects. The role is responsible for developing, implementing, and enforcing site-specific safety and health plans, ensuring compliance with OSHA and other federal requirements, conducting inspections and audits, delivering training, and serving as the primary point of contact for safety-related matters.
The ideal candidate has a strong background in construction safety, experience with federal contract requirements, and a commitment to creating a zero-harm work environment.
Key Responsibilities
- Develop, implement, and maintain site-specific Safety and Health Plans (SSHP), Job Safety Analyses (JSAs), permits, and work controls tailored to construction activities and federal contract requirements.
- Conduct daily site inspections and safety audits; identify hazards, enforce corrective actions, and follow up to ensure timely closure of findings.
- Deliver and document safety training programs and toolbox talks for employees, subcontractors, and visitors, including orientation, task-specific training, and refreshers.
- Lead incident investigations and root-cause analysis for near-misses, injuries, and property damage; prepare investigation reports and recommend corrective/preventive actions.
- Monitor and enforce use of personal protective equipment (PPE), fall protection, respiratory protection, confined space, and other critical safety programs.
- Manage regulatory communications and inspections with OSHA, EPA, DOT, and other federal or local authorities as required; prepare and maintain required logs and reports (e.g., OSHA 300/301).
- Maintain site safety documentation, metrics, and dashboards; prepare weekly/monthly safety reports for project management and stakeholders.
Qualifications
- Bachelors degree in Occupational Safety & Health, Construction Management, Environmental Science, Engineering, or equivalent experience preferred.
- Minimum 5 years of hands-on construction site safety experience, including work on federally regulated projects or government contracts.
- Demonstrated knowledge of OSHA regulations and standards, and familiarity with federal contract requirements and compliance (e.g., FAR, agency-specific safety directives).
- Certifications preferred:
Certified Safety Professional (CSP), Construction Health and Safety Technician (CHST), OSHA 30-Hour Construction Course; HAZWOPER 40-Hour where applicable;
First Aid/CPR. - Proven experience conducting incident investigations, root-cause analysis, and implementing corrective actions.
- Strong working knowledge of construction hazards and controls (fall protection, scaffolding, excavation/trenching, confined space, electrical, rigging).
- Proficient with safety management systems, incident tracking, and Microsoft Office; experience with electronic safety documentation preferred.
