Director of Enterprise Applications and Services - Administrator
Oakton College seeks a leader to manage the college's enterprise software applications and services. This role drives application strategy, optimizes service delivery, and collaborates with functional departments to meet evolving technology needs, whether hosted on‑premise or as SaaS solutions in the cloud.
Responsibilities- Enterprise Application Strategy:
Develop and oversee a strategic roadmap for all enterprise applications aligned with the college's mission and goals. - Enterprise Application Administration:
Direct the administration, configuration, and support of Enterprise Applications (including SIS, payroll, HR, accounting/budgeting (ERP), document imaging, workflow and electronic forms, data warehouse and BI, CRM, scheduling, intranet portal, and others). Ensure secure access, data synchronization, integration, and optimal performance. - Partnerships:
Establish and maintain partnerships across college sectors to promote business process improvements through software and technology adoption. - Enterprise Application Lifecycle:
Oversee the selection, integration, and ongoing management of cloud-based SaaS and on‑premise enterprise applications, including upgrades and decommissioning as needed. - Project Management:
Lead application projects from planning and vendor selection to deployment, documentation, and post‑implementation support. Lead organizational change management to ensure user adoption, training, and effective communication. - Application Integration/Data Flow and Database Administration:
Architect seamless integration between enterprise applications and other college systems; manage database performance, security, backup, recovery, and integrity; collaborate on business continuity and disaster recovery plans. - Service Delivery & Support:
Establish and maintain high standards for application support and service delivery; oversee issue resolution and end‑user communication. - Software Development:
Direct full lifecycle of in‑house software development and maintenance with QA processes and governance for both custom code and low‑code/no‑code environments. - Team Leadership & Development:
Recruit and lead managers, developers, specialists, analysts, support staff, and DBAs; foster a culture of learning, documentation, and customer service. - Budget Management and Vendor Relationships:
Develop and manage the budget for enterprise applications; manage vendor/consultant relationships, contracts, licenses, and SLAs. - Policy & Governance:
Develop and enforce policies on usage, data governance, security, and compliance; support IT governance processes. - Accessibility, Compliance and Security:
Champion digital accessibility and inclusion; ensure adherence to FERPA, GLBA, and PCI‑DSS; collaborate with Information Security on security practices, vulnerability assessments, and patch management. - Perform other job‑related duties as assigned.
Supervision Received: Administrative supervision from the Chief Information Officer (CIO).
Supervision Exercised: Administrative supervision over approximately 14 IT staff including 3 direct reports.
Qualifications- A bachelor's degree in Computer Science, Information Systems, Business Administration, Educational Technology, or a related field is required; a master's degree is preferred.
- Minimum of ten (10) years of technical work experience, preferably in an educational setting, with at least five years of management experience.
- Strong communication skills, both oral and written, and ability to convey technical information effectively.
- Proven experience in large‑scale software project administration and management.
- Full lifecycle project management experience for complex software systems.
- Excellent leadership, communication, and interpersonal skills with the ability to build relationships with stakeholders.
- Strong analytical and problem‑solving abilities with a focus on practical technology solutions.
- Experience with IT service management (ITSM) best practices.
- Familiarity with data integration tools and methodologies.
- Master's degree in Computer Science or related field.
