Overview

The Director of Business is responsible for the management of the District’s financial operations, supervising all park district business functions and administering the information technology program.

Key Responsibilities
  • Oversee the operation of all accounting systems, records, and related detail, including but not limited to receipts, expenditures, general books of account, personnel records, purchasing records and systems, and other detail procedures necessary to the efficient conduct of various departments.
  • Coordinate the preparation of the budget and control expenditures within the budget framework of all departments.
  • Prepare studies and conduct projections that may impact the Park District’s future ability to meet its obligations.
  • Act as the Park District liaison to auditors during the preparation of audits.
  • Prepare and/or direct the preparation of board summaries, monthly financial reports, periodic and special reports.
  • Prepare tax levy filings and meet legal requirements.
  • Recommend personnel policy changes as needed.
  • Hire, train, supervise, and evaluate full‑time, part‑time, and seasonal Business employees.
  • Develop and oversee Park District inventory statistics, including fixed assets.
  • Oversee technology needs for the Park District, including TCP/IP networking, DSL configuration, and network configurations; review software needs annually.
  • Oversee cash controls at all District revenue facilities.
  • Review insurance and liability provisions of the Park District’s contracts.
  • Prepare financial documents for the Comprehensive Annual Financial Report.
  • Ensure compliance with GASB and state/county financial legal requirements.
  • Oversee investments and revenue policies to maximize District flow.
  • Perform all payroll operations with Paycom, IMRF oversight, or equivalent in the absence of the Director of Admin.
  • Assist the Executive Director with any personnel issues that may arise in the absence of the Director of Admin.
  • Handle all grant documentation, collection, and reporting, including OSLAD, PARC Grants, Impact Fees, and miscellaneous grants.
Other Responsibilities
  • Attend and participate in Park District Board meetings.
  • Coordinate and assist with Special Events.
  • Attend training sessions for professional development.
  • Act as District liaison with related groups, Illinois Municipal Retirement Fund, PDRMA, and related professional organizations.
  • Navigate legal issues regarding PDRMA Property Claims, subpoenas, or legal actions.
  • Inform all staff of any changes in policy, procedures or rules handed down by supervisors.
  • Follow all safety policies and procedures as outlined in the Park District Safety and Crisis Manuals.
  • Perform additional duties as assigned by the Executive Director.
  • Serve as a member of a Park District committee as assigned.
Qualifications
  • Bachelor’s Degree in Accounting or related field.
  • Eight years of related experience with a strong computer technology background.
  • CPR and First Aid Certification; classes available through Park District.
  • Valid Illinois Driver’s License.
  • CPA or CPFO preferred.
