For appointment to the Policy Analyst (Energy) Trainee 1, NS=14, you must have four years of experience
** in the review, analysis, development, or implementation of programs or policies related to one or more specialty energy program area, which include: renewable energy planning, procurement, and integration; energy efficiency; electrification of transportation or heating; demand response; energy storage; energy market design; advanced rate designs; advanced utility business models, or strategic use of energy related data.

For appointment to the Policy Analyst (Energy) Trainee 2, NS=16, you must have five years of experience
** in the review, analysis, development, or implementation of programs or policies related to one or more specialty energy program area, which include: renewable energy planning, procurement, and integration; energy efficiency; electrification of transportation or heating; demand response; energy storage; energy market design; advanced rate designs; advanced utility business models, or strategic use of energy related data.

For appointment to the Policy Analyst (Energy) 1, SG-18, you must have six years of experience
** in the review, analysis, development, or implementation of programs or policies related to one or more specialty energy program area, which include: renewable energy planning, procurement, and integration; energy efficiency; electrification of transportation or heating; demand response; energy storage; energy market design; advanced rate designs; advanced utility business models, or strategic use of energy related data.

** Substitution: an associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a J.D. may substitute for six years of experience.

Duties

Description:

The Policy Analyst 1 (Energy), Grade 18, will support the work of the Data, Innovation, & Research (DIR) Group within the Efficiency, Equity, & Innovation (EE&I) Section of the Office of Markets and Innovation (OMI). The DIR Group provides oversight functions for the Strategic Use of Energy Related Data Proceeding, including the development and implementation of the Data Access Framework (DAF) and the Integrated Energy Data Resource (IEDR), and Community Choice Aggregation program.

The unit also provides project management support for the Innovation and Research Portfolio, administered by the New York State Energy Research and Authority (NYSERDA), by coordinating with subject matter experts within OMI and throughout the Department as well as supporting all ofOMI’s websites, SharePoint sites and all other data needs. Given the varied scope of work within the DIR Group, this position may also support other work as assigned.

Under the supervision or direction of a higher-level Policy Analyst (Energy) or OMI Management Team, the Policy Analyst 1 (Energy) may perform duties that include, but are not limited to:

  • Identifying factors relevant to the development of policies, collecting relevant data on the critical factors, developing policy alternatives, and summarizing the strengths and weaknesses of alternatives.
  • Assisting with drafting, editing, and developing proposals to address new policy initiatives and reassessing existing policies, including Public Service Commission (Commission) Orders.
  • Reviewing and summarizing parties’ written comments submitted through Commission proceedings.
  • Engaging with stakeholders to identify, analyze, and understand the impact of their positions and concerns.
  • Performing data gathering, analysis, evaluation, forecasting, and modeling.
  • Staying aware of State and national industry trends, as well as performing innovative research in technical areas.
  • Reviewing and analyzing clean energy industry business models nationally and in-state.
