Nature of WorkThis is a professional, technical, and managerial position within the bureau of capital planning & engineering. Work involves directing the city's traffic engineering & operations, transportation, and right-of-way permit activities as well as supervising staff, contractors, and additional collaborative or cross departmental teams. This role will perform professional engineering work in planning, developing, programming, designing for the city. It will also lead efforts in designing and implementing transportation/traffic engineering plans and capital improvement projects in compliance with city, state, federal regulations.
In addition, the role will review private development plans, assist in preparation of capital improvement budget, and assist in programming of projects for the city council.
- Manages and coordinates multimodal transportation planning and project initiatives with the project team, ensuring pedestrian, bicycle, transit, and accessibility considerations are addressed, and provides recommendations to guide project design and implementation.
- Works on multimodal corridor and area-wide transportation studies in collaboration with the project team and stakeholders, reviews analyses, and recommends context-sensitive strategies for pedestrian, bicycle, transit, and vehicular operations.
- Manages and coordinates the City's Neighborhood Traffic Management and Traffic Calming Program with the project team, including resident petition processes and technical evaluations, and recommends traffic calming measures such as speed humps, alley bumps, pedestrian crossings, LED blinkers, and curb extensions.
- Plans, organizes, and supervises the activities of the traffic engineering section. Participates in the development and implementation of goals, objectives, policies, and priorities related to the traffic engineering and transportation planning programs of the City.
- Prepares memos, ordinances, resolutions, contract documents, and intergovernmental agreements for City Council discussion and approval for items related to code amendments, projects and plans concerning traffic & transportation engineering.
- Assists in developing capital improvement project recommendations regarding traffic, pedestrian, bicycle, and transit facility improvements including traffic signal and street light projects. Identifies Federal, State and other funding sources, prepares grant applications and recommends capital improvement budget.
- Investigates traffic safety and operation concerns of elected officials, citizens and civic groups. Initiates and implements appropriate traffic control operational and safety measures within established federal & state regulations and guidelines, city code and engineering practices.
- Prepares Requests for Proposals, Qualifications, and Bid documents for capital improvement projects, and recommends contract approval to the City Council. Manages contract negotiation and administration of consultants retained for infrastructure improvement or planning purposes. As Project Manager on these projects, holds and conducts community engagement public meetings and surveys to receive feedback. Oversees construction contracts.
- Manages various permits in the City's right of way including but not limited to dumpsters, sidewalk signs, newspaper racks, moving vans and overweight trucks.
- Reviews, updates and administers City Code and develops written policies as related to transportation and traffic.
- Reviews capital improvement projects and provides recommendations regarding traffic & transportation engineering design elements, traffic control and maintenance plans.
- Coordinates with other agencies such as Illinois Department of Transportation, Cook County Highway Department, Chicago Metropolitan Agency for Planning, Regional Transportation Authority, Chicago Transit Authority, Pace Suburban Bus, and Northwest Municipal Conference.
- Analyzes traffic crash history patterns at spot locations or corridors.
- Conducts traffic observations, turning movement counts, speed and volume studies.
- Conducts traffic signal capacity analysis, reviews traffic signal coordination and timing plans and makes necessary adjustments and improvements.
- Assists in the Safe Route to School program in coordination with the School District; reviews and makes recommendations for walk routes, school crossings, and circulation around schools.
- Assists in the alley light program in coordination with Com Ed.
- May manage the private vendor bus shelter installation and maintenance program.
- Attends and participates in city council meetings, committee meetings, conferences, and meetings of city management team as assigned.
