Position: Solid Waste Addendum Only - Site Attendant I

Overview

OPEN TO MEMBERS OF AFSCME 109 PUBLIC WORKS - SOLID WASTE ADDENDUM BARGAINING UNIT ONLY

This posting is to fill a vacant Site Attendant I position and is open to the following employees:

  • All current regular AFSCME 109 Public Works-Solid Waste Addendum Bargaining Unit employees. Regular Solid Waste employees will have precedence based on seniority date.
  • Current AFSCME 109 Public Works-Solid Waste temporary employees.

We are looking for dependable, customer-focused individuals to help customers safely dispose of household waste and recycling at county transfer stations and drop-off facilities. Successful candidates will have strong communication and interpersonal skills to provide excellent customer service. Training will be provided by the County to perform various tasks and operate assigned equipment.

Responsibilities (selected duties)
  • Provide excellent customer service to Solid Waste customers.
  • Process transactions for solid waste fees.
  • Perform manual labor tasks (e.g., sweeping, hosing, shoveling) and lift/carry heavy objects as required.
  • Learn to operate equipment, including backhoes and forklifts.
  • Work day shifts, including weekends and some holidays, at Solid Waste facilities.

The Site Attendant I position is a training position, with progression toward mandatory certification as a Site Attendant II or Site Attendant III.

  • Job-related test: complete responses to supplemental questions. Scores determine eligibility for the test; oral interviews are required for regular or temporary employees who have not interviewed for the Site Attendant I or Solid Waste Laborer I position within the previous six months.
  • Selection review:
  • Regular Status Employees: most senior employee who passes the job-related test will move forward and may receive a conditional offer. If a Regular Status Employee does not apply, a Temporary Status Employee may be considered.
  • Temporary Status Employees: interview scores determine ranking. If scores are tied, an anonymous draw will be conducted by the AFSCME Union. The employee must pass the job-related test to proceed to a conditional offer. Priority is given based on Bargaining Unit hire date.

    Medical Exam/Physical Abilities Test required for employees who have not completed the Medical Exam/Physical Abilities Test for the Site Attendant I or Solid Waste Laborer I position within the previous six months.

    Basic Function

    Performs a variety of skilled and unskilled tasks in support of solid waste operations. Determines and collects fees for disposal of solid waste and recyclables, and operates light equipment needed to maintain disposal and recycling areas at Snohomish County Solid Waste transfer and disposal facilities. The Site Attendant I position is a training position, working toward mandatory certification as a Site Attendant II or Site Attendant III.

    Job Duties
  • Obtains and records weights and/or volumes for all material delivered to transfer stations and recycling areas.
  • Determines cubic measurement of each load or accepts posted capacity on regular refuse collection vehicles.
  • Collects fees from customers and records cash as required.
  • Provides information and assistance to customers regarding disposal and recycling procedures, fees, rules, policies and options.
  • Directs incoming and departing vehicles to disposal and recycling areas.
  • Operates light equipment such as backhoe and forklift.
  • Inspects, operates, and performs basic maintenance such as checking oil and lubricating equipment.
  • Loads recyclables into drop boxes and other containers.
  • May transport recyclable material using a forklift and prepare containers for recycling.
  • Cleans and sweeps to maintain a clean work environment, including litter removal.
  • Posts charges to ledgers; balances and reconciles daily collections; secures daily funds; manages cash and change funds according to policy.
  • Identifies hazardous wastes and coordinates with vendors for pickup and service of containers.
  • Troubleshoots or obtains support for automation and related systems; maintains site communications and operations systems.
  • Enforces site safety rules and may assist customers unloading vehicles as needed.
  • Opens and locks gates at appointed times.
