Job Summary / Overview of the Position:

This position is responsible for the advanced operation, maintenance, repair, and regulatory compliance of drinking‑water and wastewater treatment facilities. The Plant Operator II performs complex tasks, oversees compliance with federal, state, and local regulations, and provides guidance to Operator I personnel. Work may include emergency call‑outs, nights, weekends, and/or holidays. The incumbent must demonstrate strong technical expertise, leadership, and the ability to work independently while ensuring plant efficiency, safety, and regulatory compliance.

The position requires consistent attendance, safe work practices, and the ability to work independently. This position is designated as essential personnel and will be required to work during emergency operations, including severe weather events and natural disasters. Employees must participate in emergency preparedness and response activities, and complete required NIMS (National Incident Management System) training as directed. May lead a Plant Operator I.

Essential Job Functions:
  • Operate, maintain, and troubleshoot all water and wastewater treatment plants and pumping facilities to ensure regulatory compliance and operational efficiency.
  • Perform advanced operational laboratory testing, chemical dosing, and system monitoring.
  • Supervise and provide guidance to Plant Operator I staff, including training, task assignment, and performance feedback.
  • On‑Call Duty:
    Employees designated as on‑call must adhere to the established City On‑Call Policy and their department’s Standard Operating Procedures (SOPs) regarding on‑call procedures, expectations, and response requirements.
  • Plan, implement, and document preventative maintenance programs for all equipment and systems.
  • Assist in developing and updating standard operating procedures and emergency response plans.
  • Evaluate equipment performance and recommend repairs, replacements, or upgrades.
  • Maintain accurate logs, operational records, and regulatory reporting for compliance with DEP and other regulatory agencies.
  • Respond to public inquiries, service requests, and emergency situations promptly and professionally.
  • Work safely, diligently, and responsibly while completing assigned duties.
  • On‑Call Duty:
    Employees designated as on‑call must adhere to the established City On‑Call Policy and their department’s Standard Operating Procedures (SOPs) regarding on‑call procedures, expectations, and response requirements.
  • Participate in special projects and initiatives to improve plant operations and efficiency.
  • Perform other duties as assigned by the City.
Knowledge, Skills, and Abilities:
  • In‑depth knowledge of state and federal regulations governing water and wastewater treatment.
  • Advanced knowledge of chemical, biological, and mechanical processes used in water and wastewater treatment facilities.
  • Proficiency in operating, troubleshooting, and maintaining electrical, mechanical, and process control systems.
  • Ability to supervise, train, and evaluate subordinate staff.
  • Strong problem‑solving, analytical, and decision‑making skills.
  • Ability to work in confined spaces and in all weather conditions.
  • Ability to climb ladders, stairs, and work on elevated platforms safely.
  • Strong verbal and written communication skills; ability to interact effectively with the public, officials, and co‑workers.
  • Ability to read, interpret, and implement written and oral instructions, regulations, and procedures.
  • Basic math skills, including addition, subtraction, multiplication, and division.
