Stormwater Program Manager / Facilities Maintenance Coordinator Position Summary

The City of Glasgow is seeking a qualified individual to serve in a combined position performing the responsibilities of both Stormwater Program Manager and Facilities Maintenance Coordinator
. This is a full-time, non-exempt position reporting to the City Administrator. The position combines responsibility for administration of the City's stormwater compliance program with responsibility for maintenance, repair, and coordination of City buildings and facilities. The division of time between these functions will remain flexible and will vary based on regulatory deadlines, maintenance needs, projects, emergent issues, and other City priorities.

Program Responsibilities

The Stormwater Program Manager component of the position is primarily responsible for administration, inspection, documentation, and regulatory compliance associated with the City's stormwater program. Major responsibilities include:

  • Maintaining required stormwater program records, compliance files, and documentation
  • Preparing required regulatory reports, including NPDES-related reporting
  • Conducting inspections of construction sites, public infrastructure, private property, and Best Management Practices
  • Investigating stormwater, drainage, illicit discharge, and related complaints
  • Conducting inspections or testing to identify illicit discharges and improper connections
  • Preparing inspection reports, notices of violation, compliance documentation, correspondence, and related materials
  • Assisting with implementation and enforcement of stormwater regulations, policies, and procedures
  • Maintaining documentation associated with permits, audits, and regulatory reviews
  • Providing information and guidance regarding stormwater requirements to City personnel, contractors, developers, engineers, and the public
  • Providing occasional field and labor support for Street and Stormwater operations as workload permits

The stormwater portion of the position requires strong organizational, recordkeeping, regulatory interpretation, written communication, inspection, and program administration skills.

Facilities Maintenance Responsibilities

The Facilities Maintenance Coordinator component serves as a citywide resource for the maintenance, repair, and upkeep of City-owned buildings, facilities, and related systems. Major responsibilities include:

  • Performing general building maintenance and repair, including carpentry, drywall, painting, plumbing, light electrical work, and related tasks
  • Inspecting City facilities to identify maintenance needs, safety concerns, and repair priorities
  • Performing and coordinating preventive maintenance
  • Monitoring building systems, including HVAC, lighting, doors, locks, alarms, fire extinguishers, elevators, and related components
  • Responding to maintenance requests from City departments
  • Evaluating whether maintenance work should be performed internally or through outside contractors
  • Planning and coordinating facility maintenance and improvement projects
  • Obtaining quotes and assisting with vendor and contractor selection in accordance with City policies
  • Scheduling, coordinating, and overseeing contractor work
  • Inspecting completed work and monitoring contractor performance
  • Coordinating maintenance activities with City departments to avoid duplication and minimize operational disruption

Responsibilities may vary among City facilities depending upon the maintenance capabilities and responsibilities already assigned within individual departments.

Division of Responsibilities

This position is intentionally structured as a dual-function role. A fixed percentage of working time is not assigned to either component. The employee will be expected to organize and prioritize responsibilities based upon operational needs. At different times, stormwater regulatory deadlines, inspections, reporting requirements, facility maintenance needs, scheduled projects, contractor activities, or emergent repair issues may require greater attention.

The employee must be capable of independently managing responsibilities in both areas while maintaining required stormwater compliance activities and responding appropriately to facility maintenance priorities.

Qualifications and Requirements

The successful candidate should possess a combination of experience and abilities appropriate to both areas of responsibility, including:

  • Experience in general maintenance, facilities maintenance, construction inspection, stormwater compliance, environmental programs, or related work
  • Practical knowledge of building maintenance and multiple maintenance trades
  • Ability to diagnose maintenance problems and determine appropriate corrective action
  • Ability to interpret and apply regulatory requirements
  • Ability to maintain accurate records and prepare detailed reports and correspondence
  • Ability to conduct inspections and identify compliance, maintenance, and safety concerns
