Job Description: The Engineering Technician shall provide Engineering Technician support services for the Red Hill Officer-in-Charge (OIC) organization.
Duties and Responsibilities:
- Review Request for Information (RFIs) from government representatives, consolidate responses,
and provide draft written recommendations for the Government Construction Manager to utilize. - Provide written construction/maintenance activity reports to the Government Construction
Manager and Government Maintenance Supervisor that identify issues/concerns and proposed
recommendations for the following activities: critical lifts, residual fuel draining, hot work, waste
disposal, ventilation practices, asbestos removal, lead abatement, heavy equipment movements,
and demolition efforts. - Provide the Government Construction Manager and Maintenance Supervisor with concept of
operations (CONOP) products for demolition, construction, repairs and maintenance tasks that
clearly explain best work practices and appropriate risk mitigations. - Provide CONOP field reports that identify lessons learned from work being executed in accordance
with the approved CONOP for demolition, construction, repairs, and maintenance work, that may
occur at up to 4 locations simultaneously, to the Government Construction Manager and the Government Facility Maintenance Manager. - Perform monthly field investigations that include the review of facility drawings, rail movement
plans, demolition plans, and piping and instrumentation diagrams (P&IDs), to confirm existing conditions and document potential conflicts or obstacles. - Review Work Authorization Forms (WAFs), Lockout / Tagout (LOTO) plans, Government escort
requests, and perform field investigations to provide weekly written feedback regarding the effectiveness of these programs and if there are any improvements warranted. - Incidents of potential threats to the environment (i.e. air quality, water quality, contamination,
pollutants,solid, and hazardous waste), cultural resources, or natural resources/endangered species/biosecurity issues shall be brought to the immediate attention of the designated COR
and/or Government Construction Manager by telephone with written follow-up. - Update Red Hill Pipeline Demolition Project schedule status reports weekly and identify potential conflicts.
- Attend coordination meetings between Government entities and facility maintenance contractors
and provide written minutes to the Government Maintenance Supervisor with suggested actions to take. - Provide a monthly facility utility outage schedule, for coordination purposes, to the Government Maintenance Supervisor.
- Coordinate and provide assessment of preventative maintenance and minor repairs performed by NAVFAC shops and other Government entities at the Red Hill Bulk Fuel Storage Facility.
- Provide quarterly Maintenance Execution Plans (MEPs) and bi-annual Long-Range Maintenance Plans (LRMPs) for assigned facilities to the Government Maintenance Supervisor.
- Perform weekly walkthroughs of all assigned facilities to identify deficiencies that require repairs and/or maintenance and provide a written report.
Minimum Requirements:
- Contractor employees may be required to read, understand, and apply principles from the Unified Facilities Guide Specifications (UFGS), Unified Facilities Criteria (UFC) 3-460-01, EM385-1-1, and OSHA safety requirements.
