DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONSPlans, coordinates, and directs the activities of groups of employees within the same department who are engaged in providing Collection System, Wastewater Treatment Plant Maintenance and or Lift Station services. Organizes and assigns the work of collection system maintenance crews, monitors work in progress. Ensures that employees have adequate work supplies and properly functioning equipment in order to perform assigned tasks.
Analyzes and resolves staff, equipment and operating problems. Reviews operations policies and procedures; recommends changes to increase efficiency and implements approved changes. Trains new employees. Sets up and maintains employee attendance records. Prepares periodic employee performance evaluations; reviews contents with the employee. Prepares periodic production reports as required and/or requested. Assists with daily operations tasks as needed; drives City vehicle.
Oversees preventive maintenance of assigned vehicles, yard maintenance, equipment, plant machinery and tools. Observes safety regulations and ensures that crews do the same.
The position routinely requires lifting moderately heavy items (up to 40 pounds) and very long periods of walking on rough surfaces on a routine basis. There is routine exposure to significant levels of heat, cold, moisture and air pollution.
This is a Department of Houston Public Works Emergency Management position at the Tier I Level.
EDUCATIONAL REQUIREMENTSRequires a high school diploma or a GED. May require specified vocational competence in the operation of mechanical or electronic equipment.
EXPERIENCE REQUIREMENTSFive (5) years of experience in skilled building or mechanical maintenance are required (may include one (1) year of experience as a Houston Water Operations Technician). One year of directly related college or vocational education may be substituted for up to one (1) year of work experience. An Associate's degree or higher may substitute for two years of the experience requirement.
LICENSEREQUIREMENTS
Valid Texas Driver's License and compliance with the City of Houston policy on driving (AP 2-2). Candidates that are knowledgeable in the wastewater collection system, wastewater treatment plants, wastewater lift stations, and or consent decree related items.
* Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
SELECTION/SKILLS TESTS REQUIREDNone. However, the department may administer a skill assessment evaluation.
SAFETY IMPACT POSITIONYes. If yes, this position is subject to random drug testing and if a promotional position, candidate must pass an assignment drug test.
