Construction Inspector – Irvine Ranch Water District

We are currently accepting applications for a Construction Inspector in the Engineering Department.

Applications are accepted on a continuous basis until the position is filled. The first review deadline is 8:00 AM on February 16, 2026. Candidates who submit after this deadline may not be considered for this recruitment. This recruitment may close at any time after the first review deadline.

Responsibilities
  • Inspect smaller capital and subdivision construction projects, including sewer, water, and recycled water pipelines, pumping stations, pressure reducing stations, sewage lift stations, treatment plants, reservoirs, and other facilities to ensure conformance with engineering plans and specifications.
  • Perform inspections of materials and workmanship, including concrete test cylinders, concrete slump tests, hydrostatic pressure tests, air and mandrel tests, sand equivalent and grading tests, soil compaction tests, and spark tests.
  • Conduct bacteriological sampling of water systems and submit samples to the IRWD laboratory.
  • Prepare record drawings, daily construction reports, and other written reports and notes on construction activities.
  • Assist project managers and engineers in preparing progress payments and final payment schedules, and other contract administration matters.
  • Attend project meetings, pre‑construction, progress, and other construction‑related meetings.
  • Report and communicate activities in a timely manner to supervising inspectors.
  • Comply with District safety practices and attend relevant safety training.
  • Perform other related duties as assigned.
Qualifications

Any combination of training and experience that provides the required knowledge, skills, and abilities is qualifying. A typical qualification path is:

  • High school diploma or equivalent.
  • Four (4) years of construction‑related experience as a construction inspector in the installation, repair, or maintenance of water and sewage facilities.

Ability to:

  • Communicate effectively with all levels of employees and management.
  • Represent the District professionally when dealing with outside professionals and vendors.
  • Explain, demonstrate, and clarify policies, procedures, and standards, and respond to simple and difficult requests.
  • Use good personal judgment and discretion in performing all job functions.
  • Remain calm in crisis and emergency situations.
  • Use discretion when handling and disseminating sensitive information.
  • Add, subtract, multiply, divide, and calculate percentages.
Licenses and Certifications
  • Valid Class “C” California Driver’s License is required.
  • California State Water Resources Control Board Water Distribution Grade I certification is preferred.
  • American Concrete Institute Field Testing Technician Grade I certification is preferred.
Physical Demands

Fieldwork requires strength, stamina, and mobility to sit, stand, walk, reach, twist, turn, kneel, bend, stoop, squat, crouch, grasp, and make repetitive hand movements; to climb and descend ladders; to operate equipment and tools; and to drive a motor vehicle to site locations. Employees must be able to lift, push, pull, and carry materials and objects weighing up to 50 lb, and up to 90 lb with proper equipment.

Office work requires mobility in a standard office setting and use of standard office equipment, including a computer. Vision and hearing are required for reading printed materials and communicating.

Environmental Conditions

Fieldwork exposes employees to loud noise, cold and hot temperatures, inclement weather, road and traffic hazards, vibration, confined spaces, chemicals, mechanical and electrical hazards, hazardous physical substances, fumes, dust, and air contaminants. Office work involves moderate noise levels and controlled temperature conditions with no direct exposure to hazardous substances.
