THE JOB

This recruitment is to fill the vacant position responsible for managing the Juvenile Detention Center. Management responsibilities include program planning and design, development of policies, procedures and goals, establishing staffing and budget, organizing and supervising assigned staff, and program evaluation. The incumbent will also define program goals and objectives, establish methods and means of accomplishing program objectives, implement policies and procedures;

identify, research and analyze trends within the program and develop and modify procedures; develop, prepare, and administer program budget and contracts with outside agencies and other governmental agencies; review and interpret program guidelines and requirements. The incumbent will also direct, coordinate and review the program work plan: meet with staff to identify and resolve problems; assign work activities and projects;

monitor work flow; review and evaluate work products, methods and procedures. Additionally, the incumbent is on-call which includes after hours, weekends, and holidays. The incumbent becomes part of the management team and as such works to ensure that the principles of balanced and restorative justice, adolescent brain development, and trauma informed care are incorporated into work practices. The incumbent will direct and coordinate the work of full time Juvenile Detention Officers, two management level Detention Supervisors, a Detention Psychologist, and community volunteers.

Other responsibilities include working closely with the Clark County Jail, Food Services, Laundry Services, Education Services #112, contracted medical provider, and other outside providers serving program youth. Unit assignments are subject to change periodically.

Qualifications

Education and Experience: Requires a bachelor’s degree in social science, criminal justice, human development, psychology or closely related field, plus five years of professional work experience in youth corrections related services. The degree must have been conferred by an institution of higher education and have national recognition of accrediting agencies by the U.S. Secretary of Education. Official transcripts will be required at the time of hire.

All combinations of education, experience, and training that demonstrate the ability to perform the work will be considered. The ideal candidate will have the following strengths:

  • Skills in program development and evaluation, written and verbal communications.
  • Three to five years of supervisory experience.
  • Experience with personal computers and related applications such as the Microsoft Suite.

Knowledge of: Trends and practices in juvenile corrections to include officer wellness initiatives, impacts of systemic racism, impacts of poverty for youth, rehabilitative environmental practices, collective bargaining experience and experience managing represented employees. Balanced and Restorative Justice principles and practice, and ability to integrate and apply the same in all aspects of the Juvenile Justice programs, functions, and operations; principles and practices of public sector organization;

project management, including planning, scheduling, monitoring, and problem solving; methods and procedures of budget development, justification and control; application and interpretation of County, state and federal laws and regulations relevant to juvenile court operations; performance measures and program evaluation; personal computer applications including word processing, spreadsheet, and relational database programs; JIS, JCS, and C3MS systems; departmental policies procedures.

Ability to: Effectively plan, assign, direct and evaluate the work of subordinates, including delegating responsibility and authority; carrying out policy directives to the governing authority in an effective and timely manner; establishing and maintaining effective working relationships with the public, other governmental jurisdictions, contractors, and other County staff; communicating and expressing ideas effectively - orally and in writing; preparing concise, clearly written reports, proposals and recommendations;
