Parks And Recreation Maintenance Supervisor

Performs difficult skilled work supervising and participating in the installation, construction, repair, maintenance and care of municipal park grounds and facilities, ball fields, walking trails, municipal cemetery and all recreation centers and grounds in the City's Parks and Recreation Department. Assists and participates in special projects and events.

Distinguishing features of the class:
An employee in this class supervises full and part-time staff and seasonal workers in the maintenance and repair of all parks and recreational grounds, buildings, walking trails, ball fields, playgrounds, and cemetery. Employee plans for maintenance, repair, and landscaping activities of park grounds and buildings. The employee assists with pool maintenance, cemetery functions, events, and special projects. The employee ensures that all work is performed according to OSHA standards, rules and regulations.

Work is performed under the general supervision of the Building and Grounds Superintendent and is evaluated through basis of attainment of individual and work crew objectives, safety of employees, responsiveness to requests and complaints, leadership, reports, conferences, community feedback, and the observation and inspection of park facilities, grounds, and the completion of jobs.

Illustrative examples of work:

  • Plans, organizes, assigns, and supervises the work of full-time and part-time park and recreation maintenance staff.
  • Provides technical advice to the Public Services Director in planning for maintenance repairs and/or improvements to the parks and related facilities.
  • Works with contractors and takes bids for special projects and monitors project while on-going.
  • Participates in hiring and training of staff.
  • Coaches staff on job performance and evaluates performance.
  • Conducts on-site inspections of work projects and ensures compliance with work goals.
  • Makes individual and/or crew assignments, timelines for completion, materials, and tools to be used.
  • Creates, assigns, and completes daily work orders/reports.
  • Evaluates workplace safety conditions and application of safety measures for OSHA compliance
  • Ensures proper operation of park ground's sprinkler systems and heating/air systems.
  • Ensures the functional capacity of playground equipment, and the safety of such equipment; performs monthly inspections.
  • Ensures vehicles and equipment are maintained and operational at all times.
  • Operates trucks, tractors and various mowing equipment in maintaining park grounds and walking trails.
  • Reports safety/security issues, and losses/damages to the Director.
  • Marks off athletic ball fields to current required standards.
  • Assists in the cleaning of park facilities, restrooms, and administrative offices.
  • Assists in park grounds maintenance and building maintenance and repair.
  • Assists in the maintenance of the city pool and cemetery.
  • Assists and participates in planning and execution of events and special projects
  • Orders equipment and supplies.
  • Cuts and plants grass on park grounds and playing fields.
  • Oversees and/or performs minor electrical, plumbing and carpentry work.
  • Performs related duties as required.

Knowledge, skills, and abilities:

  • Considerable knowledge of the methods, tools, and equipment utilized in parks and recreation maintenance and repair.
  • Considerable knowledge of the methods and equipment employed in the landscaping and turf management of sports fields.
  • Considerable knowledge of OSHA regulations and applicable safety standards associated with assigned work.
  • Knowledge of effective supervisory and management principles and practices.
  • Working knowledge of minor electrical, plumbing, and carpentry trades.
  • Ability to demonstrate the proper methods of equipment operation to less skilled personnel.
  • Ability to develop short- and long-range plans as they pertain to grounds and building maintenance.
  • Ability to understand and comply with management directives.
  • Ability to assign and supervise the work of others.
  • Ability to effectively communicate in written and oral forms.
  • Ability to establish and maintain effective working relationships with co-workers, employees, seasonal workers, superiors, volunteers, and the general public.
  • Ability to work independently.
  • Ability to be recalled to work, including nights and weekends, as dictated by the needs of the City for varies labor tasks.

Physical requirements:

  • Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, repetitive motions, feeling, talking, and hearing.
