Duties

POLICY RESPONSIBILITY:

The Director of Student Support Services is responsible for implementing the policies of the district Board of Education, the Illinois State Board of Education, and the Individuals with Disabilities in Education Act.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

The Director of Special Education and Pupil Personnel Services is responsible for planning, implementing, monitoring and evaluating all aspects of special education programming and pupil personnel services in the district.

A. Leadership

Authority/Responsibility:
Perform leadership and management activities relative to the special education programs and pupil personnel services in the district.

Representative Activities

1. Assess overall implementation of special education programming for the district and recommends program improvements.

2. Collaborates with district and building administrators on matters related to the oversight and provision of special education services.

3. Serves as a member of the SPEED special education cooperative administrative representative team.

4. Assists principals and pupil personnel staff with the development of student academic and behavioral plans, programs, assessments, and analysis of data and recommends programs improvements.

5. Respond to discipline and academic concerns and conduct parent conferences as needed.

6. Oversight for Alternative School Programs.

7. Oversight for Administrative Council.

B. Program Compliance

Authority/Responsibility:
Identify, recommend and supervise compliance matters related to special education services for the district.

Representative Activities

1. Maintains awareness of policy and legal issues relative to the Individuals with Disabilities in Education Act and Section 504 of the Americans with Disabilities Act.

2. Coordinates implementation of local, state, and federal guidelines relative to child find, special education programming, and related services to students.

3. Monitors and ensures that students are educated in the most appropriate educational environment.

4. Articulates compliance guidelines to district personnel.

5. Maintains data compilation as required for the IDEA grant, part and Title III.

6. Monitors all of requirements for the IDEA grant, part B and Title III.

7. Oversees and coordinates placement of special education students in low incidence and other off-campus education placements.

8. Coordinates provisions of necessary related services to special education students.

9. Serves as district coordinator of 504 planning, ESL services, homeless services, home schooling, medicaid reimbursement, and homebound instruction.

10. Ensures that all special education students receive a free and appropriate public education.

C. Pupil Personnel Services

Authority/Responsibility:
Works directly with the principal and pupil personnel staff to create a positive, disciplined learning environment.

Representative

Activities:

1. Meets regularly with campus pupil personnel teams using attendance, grades, DEA, EPAs data and other software to monitor student progress.

2. Monitor school data on short-term and long term suspensions.

3. Coordinate with community agencies to address the needs of schools and their students.

4. Provide consulting and coaching service related to student management and/or discipline strategies.

D. Teaching and Learning

Authority/Responsibility:
Oversees and coordinates the development, implementation, and evaluation of all special education instruction in the district.

Representative Activities

1. Supports and oversees the development and implementation of special education curriculum, provisions for materials and technology for special education students, giving attention to math and reading as identified on our corrective action plan (NCLB).

2. Ensures that appropriate IEPs are developed for all special education students.

3. Evaluates effectiveness of special education programs.
