Minimum Qualifications
  • High School Diploma or GED required. Additional education in a related field preferred.
  • Must possess a valid driver's license with a clean, acceptable driving record and no felony convictions.
  • Must pass a thorough background check/investigation and drug screening.
  • Minimum of three (3) years of experience in public works, construction, utilities, or a related field; supervisory experience preferred. (

    Page 2 of the description also states a requirement of five (5) years of building maintenance, building trades, or construction experience, plus one (1) year of experience in pavement and structural construction including surface finishing concrete and asphalt).
  • Must be available to work on weekends and respond to emergency/on-call situations.
Position Summary

Under general direction, the supervisor oversees the daily operations of the Public Works Department and its personnel, including streets, drainage, facilities, and maintenance activities. The role involves ensuring efficient service delivery, regulatory compliance, and safe work practices. Additionally, it includes performing manual labor and using tools/equipment required to maintain, repair, and construct street, drainage, and alley systems. The supervisor also performs landscaping of city parks, walking paths, and facility grounds, and enforces city regulations concerning animal control, rubbish and weed control, graffiti abatement, and other complex code enforcement duties.

Duties & Functions
  • Supervises public works staff, assigns daily tasks, and oversees all duties of Maintenance Workers I-III. Assists them with duties as needed.
  • Oversees and participates in the maintenance, repair, and construction of city infrastructure, including streets, drainage, and alleys.
  • Ensures compliance with safety standards and regulations, using good judgment to work safely.
  • Assists with budgeting, procurement, and project coordination.
  • Responds to emergencies and service needs, coordinating with contractors and other departments.
  • Responsible for supervising the cleaning, washing, maintaining, and servicing of tools and equipment.
  • Loads and unloads materials and equipment.
  • Uses and supervises the use of hand saws, skill saws, chain saws, drill presses, vibrators, bolt cutters, picks, axes, air compressors, jackhammers, cutting torches, and various weight hammers.
  • Reads and understands written job instructions and plans.
  • Maintains records, writes reports by hand or computer, and prepares monthly departmental reports for the Mayor and Board of Trustees.
  • Enforces and supervises the enforcement of animal control regulations and other complex code enforcement duties.
  • Supervises and performs graffiti removal on an as-needed basis.
Knowledge, Skills, and Abilities
  • Knowledge of operating and maintaining various equipment and tools, including pickup trucks, forklifts, backhoe/loaders, ditching machines, boring machines, motor graders, mowers, and mobile radios.
  • Knowledge of electrical, plumbing, and standard welding systems, methods, and materials.
  • Ability to comprehend technical manuals and blueprints.
  • Knowledge of landscape maintenance, including maintaining grounds (mowing, trimming, weeding, aerating, fertilizing), replacing plants, setting sprinklers, replacing broken sprinkler heads, trimming hazardous tree branches, and installing/maintaining drinking fountains and hot water heaters.
  • Ability to monitor building and facility operations, develop preventive maintenance schedules, and coordinate work schedules with the crew to meet established deadlines.
  • Knowledge of the City Charter, related ordinances, policies, procedures, regulations governing municipal government, and code enforcement rules.
  • Demonstrated ability to function efficiently as a team member, effectively implementing department goals while complying with relevant policy.
Physical Demands & Work Environment

Physical Strength:
Requires lifting and carrying up to 100 pounds, and pulling, pushing, or dragging up to 150 pounds of maintenance tools and equipment. Mobility:
Involves climbing, crawling, kneeling, squatting, stooping, and bending freely when repairing, constructing, or maintaining infrastructure. Requires sitting or standing for extended periods of time. Environment:
Work is performed indoors and outdoors in extreme temperatures, including heat, cold, temperature swings, and inclement weather. Demands working in 18-40 degree winter ranges and 70-100 degree summer ranges until the job is complete. Hazards:
Exposure to dust, fumes, airborne particles, loud noises, moving mechanical parts, toxic or caustic chemicals, high precarious places, and risks of electrical shock or vibrations. Senses:
