Position: COMBUSTION INSPECTOR (PROVISIONAL) DPIS
Location: Hall

An incumbent to a position in this class performs regular and special inspections in an assigned district to insure compliance with city ordinances relating to air pollution, heating installations and dry cleaning establishments. This is important public health inspection work involving responsibility for determining the degree of air pollution caused by smoke, dust and fumes and for the inspection of new heating installations and dry cleaning plants.

Instructions concerning the policies and objectives of the work are received from either the Director or Assistant Director of Housing and Property Inspections. Work is checked by a review of inspection reports and by conferences. Incumbents exercise no direct supervisory responsibilities over subordinate employees.

Responsibilities
  • Investigates complaints of excessive smoke and gas fumes and of excessive collections of soot resulting in property damage
  • Interviews complainant and offenders
  • Advises offenders, coal and stoker representatives in smoke abatement
  • Reviews and approves plans for construction of remedial equipment and inspects the finished job for compliance with plans
  • Inspects chimneys and metal stacks and reports those in need of repairs
  • Inspects incinerators and incinerator screens, ordering necessary repairs or new installations
  • Inspects all installations of home heating equipment for compliance with heating code
  • Inspects dry cleaning plants and equipment for conformance with regulatory ordinances including proper ventilation, safety factors and disposal of sludge
  • Performs related work as required
Special Requirements
  • Graduation from High School, GED or Equivalency Diploma
  • Possession of a First Class Stationary Engineer’s License issued by the City of Buffalo in accordance with city ordinances; must be presented at time of filing application and maintained during length of employment
  • Possession of a current NYS Driver’s License; must be presented at time of appointment and maintained during length of employment

Qualifications
  • Thorough knowledge of the principles, practices and techniques used in the operation of boilers and their auxiliaries
  • Good knowledge of mechanics and combustion skills in making tests and in detecting flaws in the operation of equipment
  • Working knowledge of codes and ordinances pertaining to combustion, combustion control, residential heating, fumigation and dry cleaners
  • Ability to read and interpret blueprints
  • Ability to establish and maintain cooperative relations with public officials, contractors and the general public
  • Physical condition commensurate with the demands of the position
