Join our team and become our new full‑time PAYROLL ADMINISTRATOR in the Finance department. Reporting to the Assistant Finance Director, the Payroll Administrator is responsible for ensuring the accurate and timely processing of employee payroll. This role manages payroll data, maintains compliance with federal and state regulations, and provides support to employees regarding payroll‑related inquiries.
Responsibilities- Administers the biweekly payroll for all employees using the Tyler Enterprise ERP (MUNIS) system; updates salary tables and audits pay rates, with holdings, and deductions for accuracy.
- Leads payroll system updates, enhancements, testing, and new module integrations, coordinating with vendors and departments and identifying process improvements.
- Maintains payroll data in accordance with annual tax changes and statutory pension contributions; calculates and processes all wage adjustments, including retroactive pay and changes of status.
- Completes post‑payroll processing, including employment tax reporting and payments to outside parties such as child support, wage garnishments, union dues, and benefit programs.
- Serves as the payroll liaison to the Illinois Municipal Retirement Fund (IMRF), reconciling monthly reports to the general ledger, and prepares and submits tax filings such as 941s and W‑2s.
- Supports collective bargaining by preparing payroll cost projections and analyzing confidential compensation data; ensures compliance with the FLSA, labor agreements, and applicable payroll regulations.
- Completes monthly and year‑end personnel reports, assists with the Village’s annual financial audit, reconciles payroll discrepancies, and responds to payroll information requests, including FOIA requests.
- Hold a Bachelor’s degree in accounting, human resources, or business.
- Have at least three (3) years of progressively responsible payroll processing experience; municipal experience is strongly preferred.
- Possess strong knowledge of payroll laws, tax regulations, and wage and hour rules.
- Demonstrate proficiency with payroll software and Microsoft Office, including Excel, Word, Outlook, and PowerPoint;
Tyler Munis ERP experience strongly preferred. - Have excellent attention to detail, strong numerical skills, and the ability to handle confidential information with integrity.
- Possess excellent written, verbal, and interpersonal communication skills, with the ability to interpret collective bargaining agreements and work independently.
- Hiring range for this position is $76,397–$106,956 per year (starting salary is typically no higher than the midpoint and is dependent on qualifications).
- Typical hours are Monday – Friday, 8:30 a.m. to 5:00 p.m., with occasional evening or weekend work as needed.
