Position: Government Proposal Pricing Analyst (Senior and Level II)

Position Summary

Woodward is seeking qualified candidates for the Government Proposal Financial Analyst II and Sr. roles. These positions involve developing FAR Part 15 compliant proposals, performing detailed cost and pricing analysis, and interacting with DCAA and DCMA during audits.

Key Responsibilities
  • Learn and follow Woodward’s Cost Estimating and Pricing manual.
  • Develop and prepare FAR Part 15 compliant proposals, ensuring compliance with the Truthful Cost or Pricing Data Act.
  • Collaborate with cross‑functional teams to gather required data and insights for proposal development.
  • Assist in interfacing with DCAA and DCMA during audits, providing documentation and explanations.
  • Prepare responses to customer audit requests and provide timely submissions of required materials.
  • Support process improvement initiatives by identifying opportunities to enhance efficiency and compliance.
  • Read and understand Basis of Estimates (BOEs) and Bills of Material (BOMs), and develop knowledge of manufacturing processes.
  • Prepare pricing, cost analysis, and audit support reports, communicating financial information clearly to internal teams, customers, and government audit personnel.
  • Collect, organize, and maintain proposals, pricing, and actual cost data to ensure accuracy and traceability.
  • Lead and mentor junior pricing analysts (Sr. role only).
  • Drive continuous improvement initiatives across proposal and pricing processes.
  • Build and maintain relationships with internal stakeholders, customers, and government audit personnel.

  • Financial analysis experience, including cost and pricing analysis, and modeling.

  • Strong problem‑solving and analytical capabilities.
  • Attention to detail and accuracy.
  • Time management and ability to work independently.
  • Proficiency with Microsoft Excel, Pro Pricer, SAP, and other pricing and analytical tools.
  • Business acumen regarding government contracting and defense markets.
  • Leadership and cross‑functional coordination skills (Sr. role only).
Required Qualifications
  • U.S. Bachelor’s degree in Accounting, Finance, or Economics.
  • 2–5 years of experience in cost estimation, government contracting, or a related discipline for the Analyst II role.
  • 5+ years of experience with FAR Part 15 regulations and government contracting for the Sr. Analyst role.
  • All applicants must be U.S. Persons or eligible to obtain required authorizations under ITAR/EAR.
  • Position requires use of information subject to ITAR and/or EAR.
Compensation and Benefits
  • Estimated annual base pay:
    Analyst II – $72,000 to $93,000;
    Sr. Analyst – $85,000 to $110,000.
