POSITION SUMMARY

Under the direction of the Director of HR, the HR Generalist performs a variety of professional and technical functions in support of human resource management including orientation, hiring, employee testing, classification analysis, compensation analysis and benefits administration; and to perform a variety of professional and technical tasks relative to assigned area of responsibility.

ESSENTIAL DUTIES & RESPONSIBILITIES
  • Perform a variety of professional and technical functions in support of human resource management including employee/labor relations, hiring, employee testing, classification analysis, compensation analysis, benefits administration, unemployment compensation and workers’ compensation.
  • Participate in the development and implementation of goals, objectives, policies, and priorities for the Assistant Village Manager/Human Resources Director; recommend and implement policies and procedures.
  • Organize recruitment efforts including coordinating job fairs, preparing ads for newspaper, radio, or posting on the internet.
  • Participate in the development and administration of training program budget; assess and recommend funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures.
  • Participate in the hiring process including screening employment applications, scheduling interviews and conducting interviews.
  • Conduct job analysis including preparing class specifications; determine selection criteria, and review class specifications with regard to ADA and FLSA issues.
  • Assess, design, plan, and coordinate training programs for village employees; screen and evaluate training material and programs.
  • Conduct compensation analysis including collecting salary and benefit survey data to validate or recommend modifications for Village salaries.
  • Coordinate benefits administration; oversee the processing of health, dental and life insurance paperwork; confer with insurance representatives regarding billings and claims; investigate and resolve insurance issues.
  • Identify opportunities for improving service delivery methods and procedures; identify resource needs; review with appropriate management staff; implement improvements.
  • Ensure that employee relations practices throughout the Village are consistent and advise management staff of established practices and procedures.
  • Conduct exit interviews; monitor turnover trends and make appropriate recommendations.
  • Confer with managers and department heads to assess training needs of all levels of employees including supervisory; determine effective training techniques.
  • OTHER IMPORTANT DUTIES AND RESPONSIBILITIES
  • Administer the implementation of programs and transcribe minutes from the Board of Fire and Police Commissioners; prepare agenda packets.
  • Prepare and edit correspondence; prepare a variety of compliance reports.
  • Respond to and resolve employee complaints and inquiries.
  • Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of training.
  • Perform related duties and responsibilities as required.
  • QUALIFICATIONS
    • Knowledge of theories, procedures and operations within the human resources department.
    • Principles and practices of personnel and benefits administration.
    • Principles and practice of training and employee development.
    • Modern office procedures, methods and computer equipment including word processing, spreadsheet, database and related software applications.
    • Principles of business letter writing and report preparation.
    • Principles and procedures of record keeping.
    • Pertinent Federal, State, and local laws, codes and regulations including equal employment opportunity and labor laws.
