We are seeking an experienced Senior Grants & Finance Advisor to provide full‑time support to the Harris County Flood Control District (HCFCD) Finance Department, Project Grant Accounting section.
This is a senior advisory and process‑improvement role for an individual with a strong background in grant financial management, accounting, or both. The ideal candidate should have meaningful experience across grants and finance, with deeper expertise in at least one of those areas.
Tasks, Duties, and ResponsibilitiesReasonable accommodation will be made to enable individuals with disabilities to perform the following essential functions:
- Review grant accounting policies, procedures, workflows, internal controls, and financial management practices.
- Identify gaps, inefficiencies, compliance risks, manual processes, and opportunities for improvement.
- Develop and improve SOPs, desk procedures, internal controls, reconciliation processes, reimbursement procedures, reporting practices, and QA/QC tools.
- Provide guidance on grant accounting, allowable costs, documentation, reconciliations, reimbursements, financial reporting, audit readiness, and compliance.
- Assess practices against federal grant requirements, including 2 CFR Part 200, where applicable.
- Work with leadership and staff to develop practical recommendations and implementation plans.
- Facilitate meetings and working sessions with leadership, finance staff, auditors, consultants, and other stakeholders.
- Support implementation through procedures, templates, training materials, tools, and staff guidance.
- Knowledge of both grant management and accounting/financial management principles.
- Experience evaluating or improving financial policies, procedures, internal controls, workflows, or business processes.
- Strong analytical, problem‑solving, communication, facilitation, and organizational skills.
- Proficiency with Microsoft Word and Excel.
Schedule may vary. Work on evenings and weekends may be required. Dependability and punctuality are paramount.
Travel Requirements- Up to 10% travel is expected for this position.
- Must be willing to travel and deploy to client sites for extended periods of time.
