This system is a continuum of comprehensive services to help break the circle of adversity and provides families with enough opportunity to change their lives and communities.

The Family Child Care Home (FCCH) program partners with local licensed, home-based childcare providers and implements monitoring, training, technical assistance, and support to Early Head Start-funded children in their program, ages 0-3 years old.

Responsibilities

The Bilingual Family Engagement Coach supports Family Child Care Home (FCCH) providers and families by implementing family engagement, ERSEA, and child development services in accordance with Head Start Program Performance Standards (HSPPS), funder requirements, and agency policies. The responsibilities listed below represent the primary duties of this position.

  • Implement ERSEA (Eligibility, Recruitment, Selection, Enrollment, and Attendance) procedures in compliance with Head Start Performance Standards and funded requirements.
  • Recruit eligible children and families to maintain full enrollment and avoid vacancies.
  • Conduct eligibility determination and verify required documentation for enrollment and re-enrollment.
  • Prepare and/or arrange for all materials that are needed for the smooth operation of educational activities and visits.
  • Maintain participant family and provider records as required by agency and program standards.
  • Monitor and ensure proper documentation for children’s education files. Ensure the ongoing assessment/screening (ASQ-3 and ASG-SE) of each child enrolled in the FCCH Program.
  • Assist with the development, implementation, and evaluation of FCCH Providers and homes.
  • Complete and maintain accurate child and family records in DFSS and other required data management systems.
  • Monitor enrollment, attendance, waitlists, and vacancies to ensure program compliance and timely placement of eligible children.
  • Maintain confidential family records and ensure all documentation is complete, current, and compliant with federal, state, local, and agency regulations.
  • Develop and maintain positive relationships with families through a strengths-based, culturally responsive, and family-centered approach.
  • Conduct family orientations, enrollment meetings, and ongoing family partnership activities.
  • Support families in identifying goals and connecting them with community resources, health services, educational opportunities, and social service agencies.
  • Coordinate with Family Child Care Home (FCCH) Providers to ensure timely collection and submission of required child and family documentation.
  • Coordinate the disabilities components of the Early and Head Start Performance Standards.
  • Conduct formal individual child observations and provide ongoing feedback to the FCCH Providers and parents.
  • Monitor progress of children with identified special needs and adjust plans (Interim intervention plans, behavior support plans, IEP/ IFSP implementation plans, etc.) as necessary to achieve positive gains.
  • Document in Data System, monitor and update disability tracking sheet.
  • Assist in arranging training and guidance for FCCH Partners in respect to educational and disabilities implementation for children ages 0-5.
  • Assist in planning special events for participants. Work with program team to involve participants in these events.
  • Assist in organizing and facilitating monthly evening and some Saturday meetings with the FCCH Providers and parents.
  • Assist and participate in recruitment efforts, maintaining full enrollment, in recruitment of children with disabilities, and in maintaining written partnerships and relationships with community agencies.
  • Participate in the development of program policies, service delivery plans, and ongoing monitoring of program quality.
