Job Overview

The Instructional Designer is responsible for developing innovative instructional programs and materials that align with organizational goals and learner needs for the State Accounting Office (SAO). This role requires a blend of instructional design expertise, creativity, and strong communication skills to create engaging and effective learning experiences. The Instructional Designer will collaborate with subject matter experts (SMEs) and stakeholders to ensure the accuracy and relevancy of training content.

Work

Location and Schedule

Local candidates and onsite work schedule are preferred (Tuesdays and Wednesdays). Remote work is permitted for out-of-state candidates.

Key Responsibilities
  • Conduct thorough Training Needs Assessments and Audience Analyses to identify learning objectives and performance gaps, training participants, and delivery channels.
  • Design, develop, and maintain comprehensive, 508‑compliant instructional materials, including course summary sheets, learning objectives, course outlines, storyboards, video scripts, job aids, quick reference sheets, and other supporting documents for training deliverables.
  • Create online, interactive training materials in various formats such as printable job aids, instructor‑led (virtual and in‑person), microlearning, videos, and eLearning courses.
  • Generate program interactive SCORM‑compliant webinars, microlearning courses, and full‑length eLearning courses using eLearning authoring tools (e.g., Articulate Storyline, Adobe Captivate, Camtasia).
  • Develop and administer a variety of assessments (quizzes, tests, simulations, practical exercises) to measure learner progress and comprehension; analyze assessment data to evaluate effectiveness and recommend improvements.
  • Accurately track and document the progress of instructional design projects, ensuring milestones and deadlines are met; use project management tools to monitor timelines, resource allocation, and deliverables, and provide regular status updates to stakeholders.
  • Collaborate with SMEs to gather content and ensure accuracy and relevancy of learning materials; work closely with stakeholders, including leadership teams and learners, to understand learning needs and objectives.
  • Periodically review and update curriculum and existing training content to maintain accuracy, relevancy, and alignment with organizational goals and industry standards.
  • Stay current with industry trends and best practices in instructional design and adult learning theory.
  • Perform other duties as assigned by management.
Qualifications
  • Minimum of 3–5 years of experience in Instructional Design, Education, Training and Development, or a related field.
  • Proficiency in Microsoft Office applications (Word, PowerPoint, Excel).
  • Proficiency in eLearning authoring tools (Articulate Storyline, Adobe Captivate, Camtasia).
  • Experience with instructional design methodologies such as ADDIE, Kirkpatrick’s Level of assessments, adult learning principles.
  • Experience with SCORM‑compliant course development and Learning Management Systems (LMS).
  • Strong understanding of 508‑compliance requirements and best practices for creating accessible learning materials.
  • Expertise in designing and developing comprehensive instructional materials, including course summary sheets, learning objectives, course outlines, storyboards, video scripts, job aids, quick reference sheets, and other supporting documents.
  • Ability to create online, interactive training materials in various formats such as printable job aids, instructor‑led (virtual and in‑person), microlearning, videos, and eLearning courses.
  • Experience in developing and administering a variety of assessments and analyzing assessment data to evaluate program effectiveness.
  • Strong understanding of instructional design models such as ADDIE, SAM.
  • Proven ability to accurately track and document project progress, ensuring milestones and deadlines are met.
  • Strong collaboration skills, working effectively with SMEs, leadership teams, and learners.
  • Excellent written and verbal communication skills, providing regular updates to stakeholders.
