Overview
The Instructional Designer will develop innovative instructional programs and materials for the State Accounting Office (SAO). The role blends instructional design expertise, creativity, and strong communication skills to create engaging and effective learning experiences.
Work Schedule and LocationPreferred: local candidates with onsite work on Tuesdays and Wednesdays; remote work is also permitted. The position may be hybrid, requiring in‑office presence at least twice a week.
Key Responsibilities- Conduct thorough training needs assessments and audience analyses to identify learning objectives, performance gaps, participants, and delivery channels.
- Design, develop and maintain comprehensive 508‑compliant instructional materials (course summary sheets, learning objectives, outlines, storyboards, video scripts, job aids, quick reference sheets, etc.).
- Create online, interactive training materials in various formats: printable job aids, instructor‑led (virtual and in‑person), microlearning, videos, and eLearning courses.
- Generate SCORM‑compliant webinars, microlearning, and full‑length eLearning courses using tools such as Articulate Storyline, Adobe Captivate, and Camtasia.
- Develop and administer assessments (quizzes, tests, simulations, practical exercises) to measure learner progress and comprehension.
- Analyze assessment data to evaluate instructional program effectiveness, identify improvement areas, and recommend enhancements.
- Accurately track and document project progress, ensuring milestones and deadlines are met.
- Use project management tools to monitor timelines, resource allocation, and deliverables, and provide regular updates to stakeholders.
- Collaborate with SMEs and stakeholders to gather content, ensure accuracy, relevance, and alignment with organizational goals.
- Periodically review and update curriculum and existing training content to maintain accuracy and relevancy.
- Stay current with industry trends and best practices in instructional design and adult learning theory.
- Perform additional duties as assigned by management.
- Minimum 3–5 years of experience in instructional design, education, training, and development, or a related field.
- Proficiency with Microsoft Office (Word, PowerPoint, Excel).
- Proficiency with eLearning authoring tools (Articulate Storyline, Adobe Captivate, Camtasia).
- Experience with instructional design methodologies (ADDIE, SAM, Kirkpatrick's levels) and adult learning principles.
- Experience developing SCORM‑compliant courses and working with Learning Management Systems (LMS).
- Strong understanding of 508‑compliance requirements and best practices for accessible learning materials.
- Expertise in designing comprehensive instructional materials (summary sheets, objectives, outlines, storyboards, video scripts, job aids, quick reference sheets).
- Ability to create online, interactive training materials across printable, instructor‑led, microlearning, video, and eLearning formats.
- Experience developing and administering varied assessments and analyzing data to evaluate program effectiveness.
- Proficient in tracking project progress, meeting milestones, and documenting status.
- Strong collaboration skills with SMEs, leadership teams, and learners.
- Excellent written and verbal communication skills; ability to provide regular stakeholder updates.
- Bachelor's degree in Instructional Design, Education, or a related field (Master's preferred).
- Proficiency in using Workday to create, manage, and deliver training programs, and integrate Workday with eLearning authoring tools.
- Experience with Workday’s Learning Management System to track learner progress, generate reports, and ensure compliance.
- Knowledge of gamification techniques to enhance learner engagement and motivation.
- Experience creating multimedia content (graphics, animations, interactive elements) using Adobe Creative Suite (Photoshop, Illustrator, After Effects).
- Successful implementation of a large‑scale ERP transition to a Workday solution.
