The Division of Family and Children Services (DFCS), Office of Family Independence (OFI), is seeking candidates for the position of Food and Nutrition Unit Manager. This position is assigned to the SNAP Administration unit. The location of the position will be determined by the incumbent’s place of residence. This home office of this position is located at State Office in Downtown Atlanta, Georgia, and incumbent may be required to report to work at State Office.

The Food and Nutrition Unit Manager is responsible for monitoring federal and state laws/policy changes; managing the operations of the SNAP, SNAP E&T, SNAP-Ed, SNAP Outreach, The Emergency Food Assistance Program (TEFAP) and Commodity Supplemental Food Program (CSFP) programs and ensuring critical services and mandated reports are delivered and in compliance with state and federal regulations; providing analysis and recommendations to leadership within DHS-DFCS Office of Family Independence (OFI) regarding state and federal regulation;

and oversees policy development and implementation, Gateway system changes and implementation, and federal and state audits of the SNAP, SNAP E&T, SNAP Outreach, TEFAP and CSFP programs.

Role and Responsibilities:
  • Directs the operations of the Supplemental Nutrition Assistance Program (SNAP), SNAP Employment & Training (E&T), SNAP-Ed, SNAP Outreach, The Emergency Food Assistance Program (TEFAP) and the Commodity Supplemental Food Program (CSFP) programs to ensure critical services and mandated reports are delivered and in compliance with state and federal regulations.
  • Leads all staff who are responsible for the development and administration of SNAP and other food assistance programs.
  • Directs the planning and program management of SNAP; manages and oversees program budgets; policy and resource allocation for SNAP and other food assistance programs.
  • Plans, directs, and participates in formal management evaluation reviews of the SNAP, SNAP-E&T, SNAP-Ed, SNAP Outreach, CSFP and TEFAP program operations.
  • Provides analysis and recommendations to leadership within the DHS-DFCS Office of Family Independence (OFI) regarding state and federal regulations.
  • Oversees policy development and implementation, development of program contracts and approval of contract invoices, Gateway system changes and implementation, and federal and state audits of the SNAP, SNAP E&T, SNAP Outreach, TEFAP and CSFP programs.
  • Leads and provides oversight of the preparation and submission of monthly, quarterly and annual reports.
  • Directs the interpretation of SNAP policies in the Georgia Supplemental Nutrition Assistance Program (SNAP) Manual, which are contained in the electronic code of federal regulations.
  • Develops policy guidance, monitoring tools and training for local county offices and conducts oversight of grantees and contractors on program initiatives.
  • Oversees and collaborates with community partner agencies and contractors that engage DFCS customers in employment and training and education opportunities.
  • Interviews, hires, directs, trains and evaluates the performance of program staff.
Minimum Qualifications:
  • Bachelor’s degree in operations management, business administration, or a related field AND four (4) years in a managerial or supervisory role.
