Summary

We are seeking a seasoned, field-oriented Subcontract Supervisor with 10+ years of experience in the Heavy Civil, Industrial, and/or Power sectors. This is a critical hybrid role, managing the full cycle of large‑scale, high‑value subcontracts.

In the Home Office, you will support the proposal and estimating teams by leading pre‑award activities, developing subcontracting strategy, and negotiating major contracts. In the Field, you will deploy to project sites as the primary commercial and administrative lead for all subcontracted work, ensuring safety, on‑time performance, budget compliance, and adherence to all contractual terms. This role requires expert negotiation, a deep understanding of contract law, risk management, and field‑level construction realities.

Roles and Responsibilities

The responsibilities are divided between pre‑award (home office) and post‑award (field) phases.

  • Home Office / Pre‑Award Phase
    • Strategy & Sourcing: Collaborate with Estimating and Operations to develop the subcontracting strategy and bidder list.
    • RFP & Scope Development: Lead development of bid‑ready RFP packages; ensure SOWs are complete and interfaces are clearly defined.
    • Bidding & Analysis: Manage bidding, respond to RFIs, and manage addenda; perform apples‑to‑apples bid analysis.
    • Negotiation & Award: Lead negotiations for major subcontracts; draft final agreements; present award recommendations.
  • Field / Post‑Award Phase (On‑Site)
    • Administration & Compliance: Primary commercial contact for subcontractors; lead kickoff meetings; manage compliance items.
    • Performance Management: Monitor field progress; manage risks and schedule slippages with mitigation plans.
    • Change Management: Manage change orders and maintain the change log.
    • Financial Control: Validate payments, manage invoices, and address back‑charges, claims, or disputes.
    • Closeout: Lead subcontract closeout, lien waivers, warranties, and retainage release.
Requirements
  • Expert knowledge of contract law, procurement principles, and risk management in heavy construction.
  • Advanced negotiation skills to lead complex negotiations and resolve disputes.
  • Financial acumen in cost control, invoice validation, and the financial impact of change orders and claims.
  • Strong written and verbal communication to convey contractual concepts to operations teams and leadership.
  • Field orientation with practical understanding of field operations, sequencing, and safety; ability to read drawings and specifications.
  • Organizational skills and attention to detail with the ability to manage multiple subcontracts.
Qualifications & Experience
  • Education: Bachelor’s degree in Construction Management, Engineering, Business, Supply Chain, or related field preferred.
  • Experience: 10+ years in subcontract management, procurement, or contract administration; direct project experience in Heavy Civil, Industrial, or Power sectors; experience managing subcontracts >$10 million.
  • Project Types: Experience with EPC, Design‑Build, and Lump Sum models desirable.
  • Technology: Proficient in Microsoft Office; experience with Procore, Viewpoint, and Vista ERP preferred.
  • Travel: Willing to travel extensively or take project‑based field assignments as required.
