Reporting to the Director of Early Childhood Education, the basic function of the Home Visiting Program Manager is to oversee the daily operations of the EHS Home-Based Program and ensure that home visiting services to eligible families are administered according to the national standards established by Early Head Start.

POSITION SUMMARY:

Strategic Leadership:
  • Develop and execute a strategic vision for the ECE Home Visiting Program that aligns with the organization's mission and goals and funder requirements.
  • Provide dynamic leadership to a team of professionals, setting clear expectations, fostering collaboration, and promoting a culture of empathy and support.
  • Cultivate, establish, and maintain strategic partnerships with various organizations, including civic and private entities, agencies, and other partnerships throughout the state to utilize those relationships to strategically enhance the goals of the ECE Home Visiting program.
  • Ensure all Head Start Performance Standards are met with regard to the EHS Home Based
  • Participate in annual program self-assessment, community assessment and strategic planning.
  • Provide leadership on the Home Visiting accreditations.
Program Development and Management:
  • Design, implement, and continuously improve ECE Home Visiting program and services.
  • Provide ongoing program assessment and evaluation of best practices to include trends, patterns, and changes in the Home Visiting program environment and implement appropriate programmatic changes based on current needs and congruence with the mission and vision of ENH in collaboration with the ECE Director.
  • Ensure that programs are evidence-based, culturally sensitive, and responsive to the evolving needs of diverse families and in alignment with established programmatic and funder requirements.
  • Oversee and Manage the Enrollment of the Program.
  • Review data and complete quarterly reports requested by the funder.
  • Complete monthly home visit observations with home-based staff and give timely feedback.
  • Support Home Visitors in planning and facilitating bimonthly socialization activities.
  • In the absence of a Home Visitor, take on responsibility for the EHS caseload, including making home visits and all data entry and record keeping.
  • Assist Home Visitors in weekly lesson planning.
  • Maintain a current Gateways registry.
  • Monitor and review 10% of funded children’s enrollment files monthly.

Resource Allocation and Budgeting:
  • Collaborate with the ECE Director and Development Department to secure financial and nonfinancial resources to expand and sustain the Home Visiting program, e.g., identify grant opportunities and make applications as appropriate for both current and new programs, cultivate alliances to secure funding, obtain and manage partnerships for services, initiate MOUs, obtain contracts for services and pursue and acquire any other resources.
