Overview

Senior Program Associate, Rule of Law Program at The Carter Center (partnered with Emory University). The Carter Center, a not‑profit founded in 1982 in Atlanta, works globally to promote peace, health, human rights, and democracy.

Responsibilities
  • Support one or more major projects within the Rule of Law Program, including design and implementation of multi‑faceted initiatives related to legal issues around access to justice, democracy, and civil society.
  • Provide support for the international field offices.
  • Manage budgets, including drafting proposals and donor reports, fundraising, and public relations.
  • Liaise with Carter Center staff and external clients as required.
  • Conduct applied research, manage program publications, supervise interns and other project staff.
  • Report to the Director of the Rule of Law Program or designee.
  • Complete Hostile Environment Awareness Training (HEAT) before any travel.
  • Travel within the United States and internationally to West Africa (including Sierra Leone) and South Asia (including Bangladesh) as required.
  • Design, implement, and coordinate operational facets of specific program(s); manage work plans, budget, financial and grants administration.
  • Take a leadership role on program‑related committees and teams.
  • Develop fundraising initiatives, research funding sources, and write/submit grant proposals.
  • Conduct program research, ensuring reports comply with regulations.
  • Serve as liaison with other groups and organizations; write speeches/presentations for conferences and boards.
  • Supervise staff and maintain complete and accurate program records.
  • Perform related responsibilities as required.
Minimum Qualifications
  • Bachelor’s degree in a field related to specified program areas plus four years of related program management experience, or equivalent combination of experience, education, and training.
  • Current authorization to work in the United States for any employer.
Preferred Qualifications
  • Juris Doctor, LLM, or relevant law‑related advanced degree.
  • Experience with nonprofit organizations and nonprofit law.
  • Experience advancing transparency, accountability, democratic strengthening, human rights, rule of law, gender equality, or good governance.
  • Strong advocacy, communication, and presentation skills (written and verbal).
  • Experience building coalitions or communities of practice.
  • Successful fundraising/development experience, including technical proposals, budgets, and MEL plans.
  • Ability to work in a fast‑paced environment.
  • Proficiency with Microsoft Office (Excel, PowerPoint, Word), SharePoint, and Teams.
  • Experience living or working abroad (preferred).
  • Knowledge of a foreign language, especially Spanish, an advantage.
  • Positive attitude and excellent sense of humor.
Additional Details

The Carter Center offers flexible remote work, with the employee required to be able to commute to the Center as needed.
