Under the general guidance and leadership of the Logistics Director, the Superintendent of Facility Maintenance & Projects is responsible for planning, managing, and coordinating the maintenance, repair, construction and improvement of City-owned buildings, grounds, special projects and infrastructure. This role involves overseeing a team of maintenance staff with an emphasis in carpentry, HVAC, electrical, plumbing, lift stations, treatment plants, construction, lighting (both interior and exterior) and contractors, ensuring compliance with safety and building codes, and implementing preventive maintenance programs.

Work requires a high degree of initiative, professionalism, independent judgment, and leadership. Strict adherence to Federal, State, County, and City policies, safety standards, and operational regulations is expected.

This position is designated as an emergency essential position that requires performance of emergency duties and actions to prepare, repair and recover the City before, during and after any adverse storm events (hurricane, tornado, tropical storm, winter storm, severe thunderstorm, flash flooding etc.) or other conditions (natural or manmade).

  • Supervises, leads and coordinates daily operations and long-term planning for facility maintenance functions.
  • Manages the operations of the Signs & Marking Shop, including installation, maintenance and inventory of traffic signs, pavement markings and related equipment.
  • Manages maintenance schedules for HVAC systems, electrical, plumbing and structural components across City facilities.
  • Develops and maintains Standard Operating Procedures (SOPs) for maintenance and repair processes.
  • Conducts regular inspections of facilities to ensure operational efficiency, safety and code compliance.
  • Develops and implements preventative maintenance programs and records management.
  • Coordinates renovation and capital improvement projects in collaboration with contractors and City departments.
  • Manages maintenance inventory and orders supplies and equipment as needed.
  • Responds to emergency maintenance situations and coordinated necessary corrective actions.
  • Ensures compliance with OSHA regulations and other safety best practices and codes.
  • Prepares and monitors budget and ensures cost-effective operations.
  • Provides leadership in the absence of the Logistics Director and represents the department in interdepartmental meetings.
  • Performs other duties as assigned.
KNOWLEDGE,

SKILLS AND ABILITIES
  • Extensive knowledge of building systems and infrastructure, including HVAC, electrical, plumbing and structural, along with maintenance best practices.
  • Knowledge of federal, state and local building codes, environmental regulations, ADA requirements, OSHA standards and workplace safety protocols.
  • Thorough understanding of facilities planning and preventative maintenance.
  • Strong leadership and supervisory skills, with the ability to manage cross-functional maintenance teams, vendors and contractors while fostering a positive and productive work environment.
  • Knowledge of Logistics operations, including oversight of Signs & Markings Shop, traffic signage installation, pavement marking standards and related safety procedures.
  • Ability to read and interpret blueprints, schematics and technical specifications, and apply that knowledge to maintenance and construction projects.
  • Budget development and financial management skills, including cost estimation, procurement, inventory control and expense tracking.
  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
  • Excellent communication skills, both oral and written.
  • Develop and maintain effective, team focused and cooperative working relationships with City team members, elected officials, various agencies and the general public.
  • Ability to learn third party software in an independent manner.
  • Ability to analyze and solve complex problems independently, apply critical thinking and make sound decisions in high-pressure of emergency situations.
