Fleet & Facilities Manager

Under the general direction of the General Manager, the Fleet & Facilities Manager oversees the daily operations of the Fleet and Facilities Maintenance Department, providing leadership, direction, and support to supervisory and maintenance staff. The position plans, organizes, directs, and evaluates the maintenance, repair, and improvement of agency fleet, facilities, buildings, grounds, passenger amenities, and related assets to ensure safe, reliable, and efficient operations.

The Fleet & Facilities Manager administers preventive and corrective maintenance programs, establishes priorities, manages budgets, contracts, personnel, and resources, and ensures compliance with federal, state, local, and agency policies, procedures, and safety standards. This position collaborates with internal departments, contractors, consultants, and regulatory agencies to support daily maintenance operations, capital projects, and long-term asset management initiatives while promoting a safe, productive, and efficient work environment.

Fleet Maintenance Operations:

  • Oversees the quality and effectiveness of all fleet maintenance activities to ensure vehicles, equipment, and related assets remain safe, reliable, and in a state of good repair.
  • Plans, organizes, coordinates, and schedules preventive maintenance and repair activities for fleet vehicles, shop equipment, and maintenance tools.
  • Establishes, reviews, and maintains standards for vehicle safety, availability, readiness, repairs, serviceability, reliability, and performance.
  • Ensures preventive maintenance inspections are completed on schedule and in accordance with manufacturer recommendations, regulatory requirements, and industry best practices.
  • Coordinates with JTA personnel regarding fleet configuration, vehicle availability, service requirements, and maintenance scheduling to support uninterrupted service delivery.
  • Reviews maintenance performance, quality assurance measures, and operational data to identify opportunities for improvement and ensure effective maintenance practices.
  • Develops, implements, and administers fleet maintenance policies, procedures, programs, and standards consistent with JTA goals and applicable federal, state, and local requirements.
  • Maintains and evaluates fleet tracking, asset management, and work order systems to monitor vehicle condition, maintenance needs, and operational readiness.
  • Maintains accurate records related to vehicle repairs, road calls, preventive maintenance inspections, parts inventory, fuel and fuel usage, tires, shop activities, contractors, and other maintenance operations.
  • Prepares reports, performance summaries, and recommendations related to fleet maintenance activities.

Facilities:

  • Oversees the preservation, maintenance, repair, and improvement of agency facilities, including buildings, transit centers, shelters, bus stops, Park & Ride facilities, grounds, equipment, and related assets.
  • Plans, prioritizes, schedules, and monitors facility maintenance work orders, preventive maintenance programs, repairs, and improvement projects.
  • Coordinates facility maintenance activities performed by JTA staff, contractors, and vendors to ensure safe, efficient, and cost-effective operations.
  • Manages facility repairs, capital improvements, remodeling, construction projects, and related maintenance activities.
  • Inspects facilities for safety hazards, maintenance needs, accessibility requirements, and regulatory compliance.
  • Reviews facility projects during progress and upon completion to ensure quality, safety, and adherence to specifications.
  • Ensures facilities maintenance operations comply with applicable safety, environmental, accessibility, and regulatory requirements.

Budget and Objectives

  • Knowledge of budget development, financial reporting, and fiscal management practices.
  • Ability to prepare, analyze, and present clear and accurate budget reports, financial summaries, and cost analyses.
  • Ability to monitor expenditures, evaluate financial performance, and support effective budget planning and decision-making.
