Class Definition

GENERAL STATEMENT OF DUTIES: Within the Department of Environmental Management (DEM), to be responsible for a program of construction and maintenance operations including physical improvements, new building, modifications, heavy equipment and fleet maintenance and repairs, and maintenance and repairs of infrastructure at Department facilities and properties, including wildlife management areas, freshwater and marine fishing access areas and boat ramps, fishways, hatcheries, parks, beaches, campgrounds, bike paths, roadside rest areas and dams;

and to do related work as required.

SUPERVISION RECEIVED: Works under the general supervision of a superior with wide latitude for the exercise of initiative and independent judgement; work is reviewed for conformance to Department, local and state regulations, policies, and standards.

SUPERVISION EXERCISED: Plans, assigns, and reviews the work of maintenance and skilled trades workers, heavy equipment operators, and laborers; supervises and inspects the work of contractors employed by the Department for construction of maintenance work.

ILLUSTRATIVE EXAMPLES OF WORK PERFORMED:

  • Within the Department of Environmental Management (DEM), to be responsible for a program of construction and maintenance operations including physical improvements, new building, modifications, heavy equipment and fleet maintenance and repairs, and maintenance and repairs of infrastructure at Department facilities and properties, including wildlife management areas, freshwater and marine fishing access areas, and boat ramps, fishways, hatcheries, parks, beaches, campgrounds, bike paths, roadside rest areas and dams.
  • To operate, service and maintain a variety of heavy construction and maintenance equipment, such as: graders, bulldozers, farm tractors and related implements such as harrows, spreaders, plows and discs, mowers, excavators, skid steers, front end loaders, truck and trailer units, fish stocking tank trucks, snowplow units, beach cleaners, etc.
  • To be responsible for overseeing the maintenance and operation of motor equipment, making necessary repairs, and scheduling proper servicing as required.
  • To confer with contractors as to the preparation and interpretation of plans and specifications.
  • To assist in the preparation of specifications and drawings for projects.
  • To supervise and inspect the work performed by private contractors for conformance to the proper standards of workmanship, materials, and methods.
  • To interpret plans, specifications and drawings for contractors and workers.
  • To prepare reports and submit recommendations for the expansion improvements and modification of the buildings and equipment of the department.
  • To prepare and maintain projects.
  • To ensure that proper amounts of materials and supplies are available as necessary for the Department's projects.
  • To give initial approval to vouchers for payment to architects, contractors, lawyers, plumbers, and electricians.
  • As required, to supervise grounds maintenance and improvements projects.
  • To do related work as required.

REQUIRED QUALIFICATIONS FOR APPOINTMENT:

KNOWLEDGES, SKILLS AND CAPACITIES: A thorough knowledge of the methods and materials utilized in construction operations including physical improvements, groundskeeping, new building, modifications, maintenance and repairs; a thorough knowledge of the methods, practices and tools used in operating and maintaining heavy construction and maintenance equipment; the ability to supervise the work of a staff of heavy equipment operators, maintenance and skilled trades workers, and laborers involved in various construction and maintenance operations;
