JOB SUMMARY
Under general supervision of the Field Service Supervisor, in an outdoor setting, connect and disconnect consumer water services throughout the city. This may include new account set-up, requests to close an account, delinquent accounts, and emergency cut-offs. Independent judgment, discretion, and initiative are exercised in work assignments. This includes frequent public contact. Read consumer water meters and record readings. Assist with mail operations as needed.
Perform other related duties as required.
Drive assigned route weekly to obtain readings. Operate reading devices and utilize meter reading software to download/upload for the billing of water usage. To meet specific deadlines, must be able to walk an average of 5 miles per day. Reread meters on which customer concerns have been received. Advise customer of findings and educate them on possible causes of increased consumption.
Use of electronic devices to receive and complete service orders in the field. Make on-site decisions effectively. Pull hourly water flow reports on meters as requested/needed. Communicate courteously and effectively with the public, other City employees, and officials. Replace defective electronic meter registers as needed. Safely operate, care for, and maintain appearance of assigned vehicle and city equipment. Assist with citywide mail operations as needed and deliver incoming mail to user departments.
JOB FUNCTIONS AND PHYSICAL CAPABILITIES
Kneel, stoop, bend, and/or squat for extended periods of time while reading both digital and dial meters. As needed, expose buried meters and pump water out of meters. Kneel, stoop, bend, and/or squat for extended periods of time while reading meters. Lift meter lids, and mail/boxes as needed, weighing up to 60 pounds. Climb ladder into and out of meter boxes as needed.
Climb ladder to lift and retrieve records weighing up to fifty pounds. Continually carry meter reading equipment and radio weighing up to ten pounds. Sit and/or stand for extended periods. Hear and see clearly when working in and around traffic, using proper safety precautions. Work outdoors in extreme temperatures including heat, cold, in temperature swings, and in inclement weather.
High school diploma or GED required. Texas Class C driver’s license required. Must maintain satisfactory driver’s license requirements in accordance with State, City of Richardson, and department rules and regulations.
EXPERIENCE, TRAINING, KNOWLEDGE, AND SKILLSMust be able to perform job duties in various work environments and weather conditions. Must be able to courteously deal with customers in difficult situations and make effective decisions. Must have willingness and ability to carry out oral and written directions. Must be detail oriented and accurate in meter reading. Must be self‑motivated. Must be able to function as an effective and productive member of a small team.
