English Learner Program Teacher

The English Learner Program Teacher (ELPT) serves as a vital school-level instructional leader and advocate for multilingual learners within Chicago Public Schools (CPS), operating under the guidance of school administration and the Office of Language and Cultural Education (OLCE). To qualify for this position, candidates must hold a valid Illinois Professional Educator License (PEL) issued by the Illinois State Board of Education (ISBE) with a mandatory English as a Second Language (ESL) or Transitional Bilingual Education (TBE) endorsement.

The ELPT is responsible for promoting educational equity, driving culturally responsive teaching practices, and ensuring that English Learners (ELs) receive rigorous, high-quality language development and academic support tailored to their needs. At the core of the position, the ELPT provides instructional leadership by coaching PreK–12 classroom teachers on language acquisition theory, scaffolding techniques, and the seamless integration of WIDA English Language Development (ELD) standards into daily curriculum.

As an active member of the school's Instructional Leadership Team (ILT), the ELPT analyzes student data to identify performance gaps and recommends Multi-Tiered System of Supports (MTSS) interventions specifically designed for language learners. Additionally, the ELPT oversees the end-to-end administration of language proficiency assessments, including screening newly enrolled students, coordinating the school-wide annual ACCESS for ELLs assessment, and systematically tracking the growth of active ELs, transitioned students, and those with parent program refusals.

Beyond direct instruction, the ELPT manages compliance administration and fosters vital family and community partnerships. Key administrative tasks involve maintaining accurate student profiles and service records in Aspen, preparing documentation for annual state program reviews, and collaborating with Special Education staff to ensure proper accommodations and dual-service delivery for ELs with Individualized Education Programs (IEPs). Furthermore, the ELPT bridges the gap between the school and its community by establishing and facilitating the school's Bilingual Advisory Committee (BAC), guiding parent officers in managing allocated funds, and advocating for effective translation and outreach services for multilingual families.
