Hourly Rate: $28.49
DEFINITION:
Under direction, performs work of moderate difficulty in supervising and assigning work and equipment to a crew of unskilled and semi-skilled workers.
EXAMPLES OF DUTIES:
1. Oversees a crew in the maintenance of water mains and any related hardware and restoration of the right-a-way damaged by maintenance efforts.
2. Plans, assigns, supervises, and performs the installation of water mains, hydrants, water mains, valves, manholes, valve boxes and other water maintenance duties.
3. Is responsible for responding to emergency situations including main breaks and snow plowing.
4. Ensures that quality work is performed by crews through onsite supervision and inspection.
5. Reads City plats and locates underground public works.
6. Trains personnel on all equipment and procedures.
7. Safely operates assigned City vehicles.
8. Participates in snow removal operations of City streets, crosswalks, and parking lots including spreading salt and sand as required.
9. Responsible for job daily assignments for crew, including completing all required work orders, acting as lead for small crews, performing general labor, and insuring that assigned job site has been cleaned and left without safety hazards.
10. Responsible for the daily maintenance of assigned City vehicle, including checking and maintaining fluid levels, checking vehicle safety features, and washing and cleaning interiors and exteriors.
11. Takes on-call assignments as required and responds to emergency situations as required by the Director of Public Works or Designee.
12. Performs related work as required.
KNOWLEDGE AND
SKILLS:
Knowledge of equipment operation, the water distribution system and its parts and components. Knowledge of State of Illinois driving laws and skill in driving a vehicle in heavy traffic and various weather conditions. Must have the ability to maintain records, interpret instructions. and be able to perform moderate to heavy physical labor.
TRAINING AND
EXPERIENCE:
High School Diploma or GED. Five (5) years of experience in water distribution repairs and construction work including one (1) year of experience in operating trucks and other construction equipment or, any equivalent combination of training and experience.
WORKING CONDITIONS & PHYSICAL DEMANDS:
Work involves frequent walking, standing, and driving. as well as lifting and carrying of heavy objects (over 50 pounds). The majority of the work is conducted outside and may involve regular exposure to adverse conditions and exposure to the rough and uneven terrain.
NECESSARY SPECIAL REQUIREMENTS:
Possession of a valid Class B Illinois Commercial Driver's License at time of hire.
Effective March 3, 2004:
All new hires shall be required to obtain a Class A license as required by position.
Ability to work well with the general public.
Residency Requirement:

All employees (except Police Sworn and Fire Sworn) hired on or after June 1, 2018, shall reside anywhere in Winnebago County or within fifteen (15) miles of Rockford City Hall (425
E. State Street Rockford, IL 61104) within six (6) months after their introductory period. Department Heads shall live within the municipal boundaries of the city of Rockford.
Effective June 1, 2018, all newly hired employees, including newly hired Department Heads, shall live within the municipal boundaries of City of Rockford within six (6) months of their completion of their introductory period.
Classified employees hired after January 1, 1984, may live anywhere in Winnebago County or anywhere within an area fifteen (15) miles from the Public Safety Building within six (6) months of their date of completion of probation. Employees hired prior to January 1, 1984, shall be subject to their conditions of employment in effect at that time.
