Position: *CURRENT SAWS EMPLOYEES ONLY* Foreperson - Pipeline Support

Grade 19 – Starting hourly rate: $33.00

Rate of pay depends on qualifications.

This job has an automatic progression plan. An employee hired as a Foreperson-Pipeline Support will automatically advance to Senior Foreperson-Pipeline Support upon reaching 5 years of continuous experience as a Foreperson with SAWS.

Job Summary

The Foreperson – Pipeline Support reports to a Superintendent and supervises a crew that performs utility locates, leak response, hydrant maintenance, and dead‑end main flushing. The role coordinates service requests and work orders, monitors performance metrics, and develops customized periodic reports to assist the Superintendent in evaluating operational effectiveness, resource allocation, and service quality.

Essential Functions
  • Train, mentor, supervise, and evaluate crew members by checking their work for efficiency and quality; initiate corrective action as necessary.
  • Supervise employees performing utility locates, leak response, hydrant maintenance, and dead‑end main flushing.
  • Develop and maintain customized periodic reports to assist the Superintendent in evaluating operational effectiveness, resource allocation, and service quality.
  • Coordinate and ensure timely execution of service requests and work orders related to assigned operational areas.
  • Interpret blueprints, construction plans, as‑built drawings, block maps, operations and maintenance manuals, and maintenance reports.
  • Operate complex equipment such as pipe tracing equipment, ground‑penetrating radar, and leak detection tools.
  • Adhere to and promote safety policies and procedures.
  • Perform other duties as assigned.
Decision Making
  • Work under limited supervision.
  • Supervise assigned crew.
Minimum Requirements
  • High School Diploma or GED.
  • Three years’ experience in operation, maintenance, or construction of water or wastewater facilities.
  • TCEQ Class ‘C’ Water Distribution Operator License within 24 months of hire.
  • Valid Class ‘C’ Texas Driver’s License.
  • Work Zone Traffic Control, Excavation Safety, and Confined Space Awareness and/or certification where applicable.
  • Pass position‑specific physical testing.
  • Ability to report to work on time, maintain a good attendance record, and work all designated work schedules.
Preferred Qualifications
  • Class ‘III’ Wastewater Collection Operator License.

  • Proficiency in verbal and written communications.
  • Proficiency in the use of materials, tools, utility calculations, and equipment commonly used in construction, maintenance, or repair of water distribution, wastewater treatment, and collection systems.
  • Proficiency in computer software packages including word processing, spreadsheets, databases, and computerized maintenance management systems.
  • Ability to establish and maintain contact with internal and external customers, contractors, and government agencies.

Physical Demands and Working Conditions

Physical requirements include lifting and carrying up to 90 pounds occasionally, pushing objects weighing up to 105 pounds, and pulling objects weighing up to 105 pounds. Duties involve standing, sitting, walking, climbing, bending, crawling, squatting, kneeling, and working in cramped and strained positions for long periods.

Working conditions consist of inside and outside work with potential exposure to inclement weather; wastewater; mechanical, electrical, chemical, and confined space hazards; offensive fumes; excessive noise; heavy traffic; deep excavations; and animals, snakes, and poisonous insects. The role may require compliance with personal protective equipment regulations, including respiratory protection, and operating a company vehicle on a daily basis.

Required to work hours beyond the regular schedule, such as days, nights, weekends, holidays, on‑call, rotating shifts, overtime, and emergency response.
