Project Manager, Regulatory Compliance Specialist, Procurement ​/ Purchasing

Summary

The Project Manager is responsible for planning, coordinating, and executing utility infrastructure projects from initiation through closeout. This role oversees project scope, schedule, budget, resources, and stakeholder communications while ensuring compliance with company standards, regulatory requirements, and safety guidelines. Projects may involve gas, water, and utility construction initiatives.

• Manage utility infrastructure projects throughout the full project life cycle.
• Develop project plans, schedules, budgets, and resource requirements.
• Coordinate internal teams, contractors, consultants, vendors, and utility stakeholders.
• Monitor project progress and implement corrective actions when necessary.
• Ensure projects are completed safely, on time, and within budget.
• Review engineering designs, construction plans, permits, and specifications.
• Facilitate project meetings and provide regular status reports to management and clients.
• Manage project risks and develop mitigation strategies.
• Oversee contract administration, change orders, and procurement activities.
• Ensure compliance with federal, state, local, and utility regulations.
• Support capital planning and budget forecasting activities.
• Maintain accurate project documentation and records.
• Drive continuous improvement initiatives and lessons-learned processes.

Education

• Bachelor's degree in Engineering, Construction Management, Project Management, Business Administration, or a related field.
• PMP certification preferred.

Experience

• 5+ years of project management experience.
• Experience with in utilities, infrastructure, construction, water, or related industries preferred.
• Proven experience managing project budgets, schedules, and contractor performance.

• Strong project management and organizational skills.
• Excellent communication and stakeholder management abilities.
• Knowledge of utility construction practices and regulatory requirements.
• Proficiency in Microsoft Office Suite and project management software.
• Strong analytical and problem-solving skills.
• Ability to manage multiple projects simultaneously.
• Knowledge of budgeting, forecasting, and financial reporting.

• Ability to work in both office and field environments.
• Occasional travel to project sites.
• Ability to walk construction sites and inspect project progress.
• Ability to lift up to 25 pounds occasionally.
