Job Summary

The position is responsible for the management of the code enforcement work group and the employees within that group. Responsibilities include ensuring private properties are maintained in compliance with applicable codes, determining compliance, preparing enforcement cases, scheduling personnel, overseeing inspections, responding to citizen concerns, preparing ordinances, acting as Administrative Hearings Supervisor, and performing duties beyond the normal workday as required.

Job Duties
  • Administers, schedules, and directs inspection procedures, re-inspections, and investigation of complaints to inspection staff as required.
  • Supervises the code enforcement work group; assigns workload, inspections, and complaints to subordinates, reviews and evaluates work.
  • Supervises coordination of timely and proper field reviews and inspections required by code, law, ordinances, and procedures.
  • Acts as Administrative Hearing Supervisor, manages adjudication process, appoints hearing officers, and oversees enforcement actions.
  • Oversees property maintenance and licensing programs, prepares reports, coordinates with other departments regarding workflow.
  • Recommends policy and procedural corrective measures to the director.
  • Prepares written memoranda, reports, correspondence, forms, directives, and notices pertinent to operations, village codes, and ordinances.
  • Conducts code studies and participates in amendment preparation.
  • Reviews and resolves filed or assigned complaints, locates and submits relevant code sections, acts as liaison with other departments.
  • Manages contracts for the Weed Abatement Program and Landscape Inspection Program.
  • Provides technical assistance to the public, landlords, tenants, businesses, and others regarding property maintenance codes.
  • Reviews properties and plans for conformance with property maintenance, sign, and zoning requirements.
  • Attends educational courses and seminars as needed to maintain certifications and licenses.
  • Utilizes special tools and instruments necessary for job duties.
  • Performs other duties as assigned.
Qualifications
  • Bachelor’s degree in environmental health, construction management, urban planning or a related field.
  • A minimum of three years of experience with code enforcement.
  • A minimum of one year of supervisory experience coordinating staff activities.
  • International Code Council (ICC) Certification as a Property Maintenance and Housing Inspector.
  • Possession of a valid driver’s license.
  • Proficiency with current computer technology, job‑specific software, and customer service systems.

Candidates must write clear, professional reports and correspondence; read and interpret ordinances, and possess strong knowledge of municipal codes. They must be able to identify code violations, interpret plans and blueprints, work independently, exercise strong judgment, communicate professionally, and be physically capable of handling duties required by the role.

Starting Salary Range

$95,822.00–$ annually, dependent on qualifications.
