The contractor will serve as a Program Manager to help the Winnebago Agency operate effectively under a reduced workforce. This on-site Program Manager provides professional, administrative, technical, and long-term sustainment support for comprehensive facilities and grounds maintenance services. The role oversees, coordinates, and implements maintenance programs for the Omaha Tribal Detention Facility and eleven additional government structures, ensuring operational continuity, regulatory compliance, optimized work planning, and total lifecycle management of facility infrastructure, grounds, and building systems.
Key Responsibilities Program Leadership & Oversight- Serve as the on-site Program Manager and primary point of contact for all facilities and grounds maintenance activities across the assigned campus.
- Provide strategic planning, prioritization, and resource allocation to ensure continuous operational readiness of the Omaha Tribal Detention Facility and 11 supporting structures.
- Act as first responder for break-fix and emergent system failures; diagnose issues and elevate to licensed specialty vendors when required.
- Coordinate and oversee subcontractors and specialty vendors; ensure quality, safety, and schedule compliance.
- Identify risks, develop mitigation strategies, and maintain situational awareness of facility conditions and life-safety systems.
- Design, implement, and sustain a comprehensive Preventive Maintenance (PM) and Corrective Maintenance (CM) program aligned with mandatory standards including ASHRAE 180 (HVAC), NFPA 25 (Fire Protection), NFPA 72 (Fire Alarm), NFPA 70E (Electrical Safety), OSHA, EPA, ADA, and OEM guidelines.
- Execute scheduled PM tasks (monthly, quarterly, semi-annual, annual, and multi-year) for HVAC, fire protection, fire alarm, electrical, plumbing, lighting, building envelope, doors/locks, and life-safety egress systems.
- Maintain an on-site inventory of critical parts and consumables to minimize downtime.
- Achieve and sustain ≥95% PM completion and ≥95% seasonal response performance in accordance with the Quality Assurance Surveillance Plan (QASP).
- Oversee and perform grounds maintenance including turf management (maintain 2.5–3.0 inches; mow when growth exceeds 4 inches; apply one-third rule), trimming, weeding, and related seasonal tasks.
- Execute snow and ice management: activate response at ≥2 inches accumulation or ice hazard; clear accessible routes to ≥36-inch minimum width; prioritize emergency exits within 2 hours; complete full campus clearing within 6–12 hours based on building priority.
- Maintain ADA-compliant access routes year-round.
- Deliver a complete building profile for all 12 structures within 30 days of award (address, square footage, year built, floor count, uses/occupancies, HVAC types & OEMs, mechanical rooms, security restrictions, bathroom counts, fire protection/alarm systems, grounds acreage).
- Provide a consolidated site map (PDF and editable format) within 45 days identifying buildings, entrances, ADA paths, mechanical rooms, and snow-removal priority routes.
- Prepare and submit Weekly Reports (PDF): completed tasks, open work orders, materials used.
- Prepare and submit Monthly Reports (PDF + XLSX): PM completion percentage, response metrics, Inspection/Testing/Maintenance (ITM) updates for NFPA 25 and NFPA 72, grounds maintenance log, and snow/ice response log.
- Prepare and submit Annual Report (PDF): condition assessments, capital improvement recommendations, and equipment lifecycle updates.
- Maintain complete facility program documentation and master equipment inventory; support long-range forecasting for replacement cycles.
- Ensure 100% compliance with all reporting timelines; re-perform any deficient work at no additional cost to the Government.
- Complete and maintain all required BIA background investigations and adhere to detention-facility access and security protocols.
- Safeguard all Government property; secure facilities, equipment, and materials at the end of normal duty hours and after hours.
