Equipment Specialist; TITLE Security Clearance

Position: EQUIPMENT SPECIALIST (TITLE 32) with Security Clearance
Duties As a EQUIPMENT SPECIALIST (TITLE 32), GS-1670-9, you will provideinstruction and assistance to state unit personnel regarding Army National Guard (ARNG) equipment and maintenance management. Major Duties - This is NOT an all-inclusive list:
* Provide advice, assistance, and guidance regarding maintenance management systems, material readiness programs, cost reduction programs, and maintenance shop practices in maintenance facilities.
* Prepare and conduct both classroom and on-the-job training designed to upgrade, improve, and/or update the knowledge and working skills of unit maintenance personnel.
* Develop, write, update, and teach units of instruction for new equipment training
* Evaluate training progress in areas such as basic mechanic principles; theories of equipment repair and modification; compliance with established procedures and directives; requirements for equipment maintenance records and reports; and proper utilization of equipment, personnel, funds, and facilities.
* Evaluate directives to ensure adherence to standard methods, conformity in maintenance procedures, and the proper use of maintenance equipment, facilities, and personnel.
* Recommend policy, procedure, or operation changes, as required, to facilitate and ensure efficiency in maintenance operations and manpower utilization.
* Review the effectiveness and efficiency of equipment and maintenance management and needs for improvement of existing practices and the impact on the overall maintenance program.
* Knowledge of maintenance procedures to instruct personnel on proper trade techniques, practices, and explains safety precautions involved in maintenance. Requirements Conditions of employment
* This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence,
* The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
* The SECOND area of consideration will be all current Federal Employees.
* The THIRD area of consideration will be all Federal re-employment eligible.
* The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
* The FIFTH area of consideration will be all U.S. Citizens. Military Grades:
Enlisted/Warrant Officer - E5-CW3 SPECIALIZED EXPERIENCE : GS-9 Level MUST possess at least 1-year equivalent to at least next lower grade level of GS-7; experience, education or training overseeing and implementing a program involving the identification and resolution of difficult issues or problems in a maintenance function; experience preparing budgets based on plans for maintenance, repair work, new construction alteration projects, replacement of existing equipment, or increase in services and processes to ensure program effectiveness.
