The Laurent Clerc National Deaf Education Center at Gallaudet University is a federally funded center with exemplary elementary and secondary education programs for deaf and hard of hearing students and is tasked with developing and disseminating innovative curricula, instructional techniques, and products nationwide while providing information, training, and technical assistance for parents and professionals to meet the needs of deaf and hard of hearing students from birth to age 21.

Summary:
Reporting to the Director of the National Programs and Outreach for State and School Partnership Initiative (SSPI), the Project Manager develops and delivers research-based ASL/English bilingual professional learning and implementation resources for Deaf and Hard of Hearing programs nationwide and manages projects, budgets, and documentation in alignment with Education of the Deaf Act (EDA) requirements.

Job Description:
  • Develops ASL/English bilingual education training content and implementation resources grounded in research and best practices in Deaf education, ensuring responsiveness to the needs of Traditionally Underserved Groups (TUGs), including students and families from various cultural, linguistic, disability, and geographic backgrounds; and creates practical tools (e.g., training modules, facilitator guides, tip sheets, checklists, walkthrough and coaching supports) aligned to Clerc Center-approved frameworks.
  • Analyzes program-level data (e.g., site reviews, rubrics, walkthroughs, feedback, and progress reports) to identify strengths, needs, and readiness; and designs customized professional learning experiences that meet programs where they are and support continuous improvement.
  • Delivers high-quality, consistent professional development for large and small audiences through virtual and in-person formats, ensuring alignment with Clerc Center ASL/English bilingual frameworks and goals.
  • Collaborates with KDES and MSSD educators to pilot and refine training resources, model exemplary ASL/English bilingual practices, and engage demonstration schools as active contributors to Clerc Center national initiatives, ensuring alignment and coherence across professional learning efforts.
  • Applies coaching-based approaches that promote reflection, skill development, and sustainable practice change among educators and leaders; and demonstrates openness to feedback and model continuous learning through iterative refinement of training content and facilitation.
  • Proactively identifies gaps and emerging needs and recommends new training products, tools, and resources aligned to field demand and research.
  • Manages multiple content development projects, establishing timelines, milestones, and deliverables to ensure high-quality outcomes.
  • Leads adaptive project management efforts by refining scope, timelines, and deliverables in response to evolving program needs, data, and stakeholder feedback, ensuring continued alignment with Clerc Center goals, quality standards, and project outcomes.
  • Collaborates with educators, school leaders, Deaf professionals, researchers, Early Intervention professionals, and interdisciplinary teams to strengthen professional practice and drive continuous improvement that leads to improved outcomes for Deaf and Hard of Hearing students.
  • Documents, tracks, and reports activities in alignment with the Education of the Deaf Act (EDA), including training delivery, resource development, participation, and outcomes, to support federal reporting, accountability, and continuous improvement.
  • Assumes the responsibility for assigned project budgets; ensures fiscal accountability through accurate tracking, monitoring, and reporting of expenditures; and manages contracts and resource allocations in compliance with institutional policies and federal expectations.
  • Serves as an active, contributing member of the Clerc Center community and Gallaudet University as a whole.
  • Establishes and maintains a positive and supportive working relationship with co-workers and supervisors.
  • Demonstrates a genuine commitment to belonging in the workplace and participates in activities and workshops to foster continuous learning.
  • Serves as a mandatory reporter under Title IX; and commits to completing Title IX training and other compliance requirements on an annual basis.
