Institution Maintenance Foreperson

The Department of Youth Services (DYS) is seeking a highly motivated individual to fill the Institution Maintenance Foreperson role at the Zara Cisco Brough Center located at 288 Lyman Street, Westboro, MA 01581. This position oversees and coordinates the activities involved in the maintenance and repair of buildings and related structures; determines the need for repair or maintenance of buildings, related structures, and/or building utility systems;

and inspects the work of contractors and maintenance staff. The basic purpose of this work is to manage both preventative and corrective maintenance of buildings and related structures to ensure the security, safety, cleanliness, and functionality of state facilities. This position will report directly to the Facility Administrator and work closely with the incumbent to prioritize facility needs, maintenance requirements, facility upgrades, large-scale project development, and budgetary compliance.

Duties and Responsibilities (these duties are a general summary and not all inclusive):
Oversees and coordinates the activities of workers engaged in the maintenance and repair of buildings and related structures at a state institution. Inspects buildings, related structures, and/or building utility systems; notes hazardous conditions; and establishes work priorities based on safety and security requirements and the operational needs of the facility. Determines the need for and acquires supplies, materials, and equipment required to perform assigned work;

solicits bids and/or quotes for needed repairs, maintenance, or equipment. Maintains records and provides information to superiors concerning work progress, work completed costs, problems encountered, equipment and material used, employees' time and attendance, and makes recommendations concerning assigned activities. Inspects work in progress and completed work to verify adherence or compliance to specifications and standards. Supervises the work of maintenance staff and contractors and/or vendors to verify that daily work assignments and special projects are completed within delegated time frames and budgetary guidelines;

adhere to specifications and standards. Ensure contractors/vendors' tools and materials are accounted for while working in the building, and that they are accompanied while performing maintenance duties in the facility. Inspects or directs the regular inspection of the facility and grounds to determine needs for maintenance/repair and prioritizes health, safety, and security needs; including but not limited to the proper functioning of gates, locks, windows, ventilation, plumbing, cooling, and heating systems.

Supervise and train committed residents who are participating in the vocational program. Respond to maintenance emergencies on an on-call basis 24 hours a day. Must be able to physically restrain acting-out youths Other assigned duties as required.

Required Qualifications:

Ability to establish and maintain harmonious working relationships and deal tactfully with others. Knowledge of the principles, practices, and techniques of supervision. Ability to maintain accurate records and prepare general reports. Knowledge of the laws, rules, regulations, policies, procedures, specifications, standards, and guidelines governing assigned unit activities. Ability to climb ladders and scaffolds and stand for prolonged periods of time. Strong knowledge of the types and availability of public and private organizations used for the acquisition of supplies, materials, and equipment.

Knowledge of the safety practices and procedures followed in building maintenance and repair work.

Preferred Qualifications:

Knowledge of various building maintenance trades, including the terminology used in such trades as carpentry, painting, and masonry. Understanding of the types and uses of equipment and materials used in building maintenance and repair work. Skilled in using small hand tools and hand-held power tools. Knowledge of the methods of preparation of wood, metal, cement, and other materials and surfaces for painting.

Understanding of the Massachusetts State vendor contracting system Trained in physical restraints and crisis intervention.
