Job DescriptionJSL Technologies, Inc. is seeking a qualified Container Tech Level III to support container and shelter maintenance, inspection, repair, alteration, overhaul, and certification operations at the Navy Medical Readiness Logistics Command (NMRLC), Cheatham Annex.
This is a contingent hire, pending contract award. The incumbent will perform advanced maintenance, inspection, repair, alterations, and certification of all NMRLC ISO Containers and 3:1 Configurable Shelters in accordance with MIL-STD-3037 and Convention for Safe Containers (CSC) requirements.
Education:
- High School Diploma or equivalent
Experience:
- Minimum ten (10) years of experience in maintenance, inspection, repair, alteration, overhaul, and certification of ISO containers and 3:1 Configurable Shelters
Required Knowledge:
- Knowledge of CSC regulatory requirements for shipment of containers
- Knowledge of the certification process in accordance with MIL-STD-3037
- Knowledge of DoDINST 4500.9R and applicable DoD and DON instructions for container management
- Knowledge of container and shelter inspection, maintenance, and certification processes
- Knowledge of container pre-certification inspection procedures using checklists found in Appendix A of MIL-STD-3037
Technical Proficiency:
- Proficiency in Microsoft Office Suite (Outlook, Word, Excel, PowerPoint) and Adobe Acrobat
- Ability to use DMLSS, HIMS, Joint Container Management System (JCMS), or other authorized database of record
Required
Certifications:
- Convention for Safe Containers (CSC) Certification
- Ability to obtain ISPM 15 certification (pest-free wood certification for non-manufactured wood products per EU Decision 2001/219/EO)
- Certification to operate 4-30K forklifts (or ability to obtain)
Other Requirements:
- Valid U.S. driver s license
- Ability to obtain a Common Access Card (CAC)
- Must be a U.S. citizen
- Ability to pass background investigation
- Must complete required DoD/BUMED IT security training
Container/Shelter Inspection & Certification:
- Perform Limited Technical Inspections (LTI) of all downloaded containers and shelters by task order completion date and within 15 days for new receipts once posted
- Perform LTI of on-hand stock containers and shelters every 36 months on a cyclical basis
- Document all LTIs within DMLSS or any other DoD/DON mandated maintenance, inventory, and accountability system
- Conduct container pre-certification inspections using checklists found in Appendix A of MIL-STD-3037
- Perform inventory of all outfitted containers and shelter collateral equipment
- Conduct full operational tests of all installed and collateral equipment
- Certify all containers and shelters in accordance with MIL-STD-3037 using the DA2404 Form
- Apply DD Form 2282, Re-inspection Decal Convention for Safe Container, to the CSC data plate in accordance with MIL-STD-3037
- Complete CSC certification within 30 days prior to transporting containers and shelters
- Load each DA2404 into the Joint Container Management System (JCMS)
Repairs & Alterations:
- Perform repairs and alterations including spot paintings, gasket/seal replacement, dent repair, blind rivet replacement, sealant removal/replacement, rebuilds, rehabilitations
- Replace or install new components, assemblies, and subassemblies
- Perform machining and welding as required
- Perform all repairs per manufacturer maintenance service manuals, MIL-STD-3037, and/or technical manuals/specifications
- Comply with all current Container Safety Convention (CSC) Certification requirements
- Complete all repairs and alterations within 90 days of ERO approval
- Perform container and shelter overhauls when required
Container Protection & Handling:
- Protect all ISO containers from unnecessary damage and deterioration
- Ensure container interiors are protected from the elements to preclude deterioration of wood or steel floors
- Ensure container doors/ramps are not left open except during packing/unpacking, maintenance, inspection, and other necessary operations
