POSITION SUMMARYResponsible for the administration, supervision and maintenance activities of the Village’s water distribution and sewer systems (i.e. sanitary, storm and combined sewers).
ESSENTIAL JOB FUNCTIONS- Establishes work priorities and prepares work assignments for all Water/Sewer Division employees, including full‑time and seasonal employees; works with Crew Leaders to establish annual projects and goals.
- Supervises, monitors, and evaluates Water/Sewer Division operations to ensure completion in a safe, efficient and effective manner, following best management practices and targeted work schedules; evaluates the performance of employees and third‑party contractors on a continual basis, including proper adherence to all Village rules, policies and safety regulations.
- Manages various contracts, contractors, and consultants performing work duties as they relate to the Village’s water distribution and sewer systems; includes larger scale projects, such as excavations, repairs (i.e., water main breaks, water and sewer main replacements) and sewer televising and cleaning; manages multiple and various projects simultaneously.
- Responsible for ensuring sewer maintenance operations comply with regulations depicted under the National Pollution Discharge Elimination System (NPDES), administered by the Illinois Environmental Protection Agency (IEPA), for storm sewers and the Metropolitan Water Reclamation District of Greater Chicago (MWRD) for combined and sanitary sewers.
- Responsible for ensuring water distribution system maintenance operations comply with regulations of the Federal Environmental Protection Agency and/or the Illinois Environmental Protection Agency (IEPA).
- Trains, mentors and provides orientation and/or outside training for new and existing employees in the safe and proper use of heavy equipment operation and other miscellaneous equipment commonly used to provide routine maintenance activities for the Water/Sewer Division, such as installation and replacement of water mains and distribution system (i.e., repairing and replacing pipe and structures, laying and aligning pipe and using specialty tapping equipment to install valves and services, lateral water lines and fire hydrants), sewer inlets, sewer dye water testing, televising/inspection of sewer pipes and structures, catch basins, manholes, and cleaning/removing of obstructions or blockages from storm and sanitary sewer lines.
- Maintains accurate records including reports on various project improvements and maintenance activities for the Water/Sewer Division; prepares monthly and annual reports and material usage.
- Participates in budget preparations for the operating and capital improvement budgets for the Water/Sewer Division.
- Demonstrates the ability to read, interpret and understand GIS, utility atlases, plat of surveys, blueprints, specifications and site plans to facilitate locating subsurface utilities.
- Works with the Village Engineer, Assistant Village Engineer and Project Manager in reviewing product specifications and engineering plans and provides recommendations for upcoming water/sewer infrastructure improvements.
- Must possess a thorough working knowledge and ability to operate computers and a variety of specialized, electronic equipment, including those to capture GIS positions and/or to locate utilities in the public right‑of‑way; including magnetic and radio detection locators; and leak correlator for detecting location of water main breaks.
- Prepares and conducts employee performance evaluations; participates in the process for hiring new employees and recommending promotions; participates and recommends potential discipline or remedial actions for direct reports; reviews and approves employee time‑off and overtime requests, reviews MUNIS payroll entries.
- Participates, with the Village Attorney, in the defense of threatened or filed lawsuits related to damage allegedly caused by the Village’s water or sewer system.
