Job Summary

Incumbents in this position are responsible for assisting the ROW/Heavy Construction Supervisor with management duties, and ensuring the crew gets assigned tasks completed in a timely and efficient manner. This position is assigned to pay grade G15.

Essential Job Functions
  • Operates heavy equipment (both tracked and rubber-tired).
  • Installs, maintains, repairs, cleans and mows right of ways, outfalls, easements, access points, etc.
  • Trains and leads crew in all aspects of work assignments.
  • Demonstrates the proper use of hand cutting equipment including chainsaws, pole saws, and weed eaters.
  • Performs safe operation of a tandem axle dump truck, and a tri-axle road tractor with tri-axle drop.
  • Loads, secures, and offloads heavy and light equipment on a seven (7) ton to a fifty-five (55) ton trailer.
  • Adheres to OSHA rules/regulations-1926 subpart.
  • Reads maps, drawings, diagrams, blueprints, construction drawings, "as built plans", and survey maps that identify easements and right of ways.
  • Places matting for heavy equipment crossings and work platforms in swamps, marshes, ditches and various creek crossings, embankments, etc.
  • Preforms repairs on water and sewer, damaged landscape, sod, bushes, trees, grasses, etc.
  • Inspects and observes various outfalls for downed trees, washouts, problems with manholes, sewer stops, infiltration, voids in right of ways, debris in manholes, etc.
  • Assist with the maintenance and repair of power tools and other equipment.
  • Performs inventory/property management.
  • This position is a member of the organization management team and is responsible for demonstrating and holding others accountable to the CFPUA values.
  • This position is required to work in partnership with their own department and all other CFPUA departments toward achieving organizational goals.
  • This position is responsible for creating a culture of belonging and inclusion.
  • This position works in partnership with the Human Resources department to ensure staff completes all relevant employment training.
  • This position is responsible for ensuring compliance with all CFPUA policies and procedures.
  • This position works in partnership with the Human Resources department to ensure compliance with federal and state employment law.
  • Exercises a purchasing authority up to $1,000 without approval from supervisor.
  • Performs other related job duties as assigned.

Education, Experience, And Other Requirements
  • High school diploma or GED.
  • Three (3) years of construction work experience or any related work field.
  • Requires a valid State of North Carolina driver's license or ability to readily obtain upon hire.
  • Requires North Carolina Class A CDL driver's license or ability to obtain within 12 months of hire.
  • Must be able to obtain Collections 1 certificate within 12 months of hire.

  • Performs numerical operations using basic counting, adding, subtracting, multiplying, or dividing.
  • Performs complex quantitative calculations or reasoning using algebra, geometry, statistics, or abstract symbols.
  • Requires travel between CFPUA sites.
  • Use or repair small/light equipment (power tools).
  • Use or repair medium equipment and machinery (vehicles, commercial mowers).
  • Use or repair heavy or complex machinery (HVAC systems, construction equipment, water plants).

    Up to 2 hours or 20% of scheduled shift
  • Frequent: 2 to 5 hours or 20% to 60% of scheduled shift
