The basic function of this role within the MOWP is to act as a gatekeeper and ensure that all work requests for maintenance and operational resources are scrutinized for impact and justification prior to approval. This function is responsible for driving the process by ensuring that all work, including HSE, regulatory, quality, and reliability work, adds value and is prioritized, planned, and executed in the most cost-effective way.
This role works with the cost center manager to manage unit maintenance costs by tracking and forecasting monthly spending, approving discretionary spending, and approving any additions to authorized headcount.
A Day in the Life Priority 1 and Priority 2 Jobs- Reviews call-outs and provides feedback and coaching as necessary to ensure optimal use of maintenance resources.
- Validates and documents scheduled break-ins.
- Creates and releases priority 1 orders during normal working hours.
- Directs notifications to the Material Coordinator based on planning criteria.
- Initiates necessary planning to ensure the safe and timely completion of critical jobs.
- Communicates needs to the maintenance supervisor and scheduler and negotiates necessary schedule changes.
- Redirects minor maintenance activities to production as time, tools, and materials are available to ensure optimal use of maintenance resources.
- Reviews and manages the notification process by verifying the accuracy and completeness of job scopes; providing feedback when notifications are improperly entered or lack sufficient descriptions; ensuring the appropriate priority is assigned; confirming that requested work creates value relative to the current business environment; ensuring RCA is initiated where necessary; and ensuring the MOC process is followed when necessary.
- Assigns notifications to the Planning Priority list relative to the required completion date and participates in field reviews as necessary.
- Reviews andprovidesdirectionto planning for jobs requiring RFCs, cost approvals, or changes in start dates due to material or service requirements.
- Continually reviews notification and work-order backlog to ensure jobs with the highest priority and those providing the most value are prioritized, planned, and executed in a timely manner so regulatory requirements are maintained and unit reliability is not jeopardized.
- Eliminates duplicate notifications and provides appropriate feedback.
- Eliminates non-value-added work notifications.
- Ensures all operations on an order areCNF'd.
- Ensures all necessary reliability data has been entered.
- Promptly closes (TECO) orders upon job completion.
- Ensures PMs are executed as scheduled or appropriate documentation is completed to support any exceptions.
- Maintains Routine Maintenance and Engineering backlog at an acceptable level.
- Participates in Engineering backlog review and prioritization.
- Provides approval for expediting and overtime requirements to ensure jobs are completed in time to meet the needs of the process unit.
- Provides a prioritized list of NTBS jobs to the scheduler.
- Reviews preliminary schedules to ensure they meet the needs of the process units and align with the maintenance budget.
- Acts as liaison between operations and maintenance groups regarding problems adhering to the schedule.
- Provides schedule information to Production Supervisors for equipment preparation needs.
- Routinely reviews current spending against the maintenance budget and notifies the Cost Center Manager of any expected overages.
- Participates in identifying and implementing reliability-driven improvements.
