Applying from Abroad:
If you are currently in your home country and wish to come to the US to study English at Target International Student Center, you need a Student Visa (F1). In order to obtain a Student Visa, you need a Form I-20, which can be issued by Target School and sent to you by mail.

Change of Status:
If you are currently in the US and have been legally admitted by US Immigration Authorities as a Tourist you can request the Department of Homeland Security to change your Non-Immigrant Status to F1 (student).  Attention: If you have any other type of Visa you can contact Target International Student Center to check if you are eligible to change your status.
