Public Affairs Ireland, Dublin:
Based on Mountjoy Square, in Dublin´s city centre, Public Affairs Ireland is a non-governmental body established with a view to fostering the highest standards and best practice in leadership and management of the public service in Ireland. We strive to provide cutting edge practically focused education and training programmes and publications that are tailored to meet the needs of our informal network of member organisations, including private sector organisations with an interest in this sector. Public Affairs Ireland is an accredited Institute of Leadership and Management (ILM) Training Centre and an Institute of Commercial Management (ICM) accredited Professional Development Training Centre providing tuition and programmes leading to the ICM’s Continuing Professional Development (CPD) Awards.
Certificate in Project Management for ICT and Other Projects:
This programme addresses the needs of those involved in the management of complex projects including IT-related projects in the public sector. It was developed on foot of an open competition organised by the Centre for Management and Organisation Development (CMOD) in the Department of Finance. A consortium of PricewaterhouseCoopers, Public Affairs Ireland and Matheson Ormsby Prentice put forward the winning tender and the course is designed and delivered for the civil and public service on a dedicated basis.
Certificate in Public Procurement (ICM Accredited CPD Award):
Public procurement is governed by a comprehensive legal regime based on the transposition into Irish law of EU directives. Public sector employees who already have responsibility for procurement, or who one day may do so, must be aware of potential pitfalls, both legal and procedural, and know how to avoid them. In addition to the legal framework, policy guidelines issued by the National Public Procurement Policy Unit require public contracting authorities to use strategic procurement and aggregation. Now more than ever, public bodies engaged in procurement must ensure that their employees understand the implications of the new requirements.
This 8-day certificate course has been specifically designed to equip public officials with the knowledge and skills necessary to fulfil a procurement role in the public sector.
Green Belt Certification in Six Sigma:
Organisations within the public sector are under increased pressure to improve their efficiency and maintain or improve their productivity on a restricted budget. With this in mind, Lean Six Sigma has become the most successful methodology to assist individuals in process reengineering and problem solving that provides sustainable results over time.
The Green Belt training and certification is the first step in the rollout of Six Sigma or a continuous improvement programme that aims to equip public sector employees with the knowledge and skills of how and when to use the six sigma methodology while also addressing the soft skills around team dynamics, people management, and managing change.
Attendees may attend the five day training programme, however, for Six Sigma Green Belt certification, attendees must have a project from their workplace which will be identified at the outset and will be reviewed for certification purposes on the sixth day of the course.

ILM Endorsed Certificate in Human Resource Management:
This course is designed for public sector employees who are responsible for HR functions or who are about to take on such a role. Managers or supervisors with personnel responsibilities who would like to update their personnel/HR knowledge and skills will also benefit. The aim of this course is to provide the skills, knowledge and competencies necessary to allow managers to perform HR functions effectively against the background of a continuous stream of changes aimed at modernising and improving the efficiency and effectiveness of the public service.

Leadership in the Public Sector:
This course is aimed at those in the public sector who in the course of their work are expected to perform a leadership role. Participants develop an understanding of the principles of leadership and identify areas in which they need to concentrate their development effort. Public Affairs Ireland is offering this course in partnership with the Institute of Leadership and Management. The ILM is a London based management organisation that works to improve leadership and management performance through its range of courses. Its Award in Leadership is a short qualification exploring leadership roles and theories, self-leadership, emotional intelligence, winning and maintaining commitment, setting and communicating direction. Public Affairs Ireland has carefully adapted the course content to suit the requirements of the Irish public sector.
The aim of this course is to equip public sector employees with the knowledge and skills to lead effectively. Over three days in the classroom and through completion of written assignments
Certificate in Freedom of Information, Data Protection and Records Management (ICM Accredited CPD Award):
More and more public bodies are prescribed by the Freedom of Information Acts, under which members of the public must be granted access to records (subject to exemptions) and have the right to request that personal information held by a public body be amended. In parallel, public servants who are responsible for entering, storing and accessing personal data relating to the general public must also comply with Data Protection legislation. Both aspects of the legislation imply the necessity of excellence in records management systems. It is therefore imperative that public servants know and understand the legislation, and can thus ensure that their organisations comply with all their legal obligations.
This 6-day certificate course is designed for people from a variety of organisations who are already, or who are likely to become, subject to the FOI and DP legislation. The course is taught by experts who work on a daily basis in the area, and who use a variety of teaching methods. Lectures are interspersed with group discussion and practical exercises, giving attendees the opportunity to raise questions which relate directly to their job responsibilities. On successful completion of the course, including assignments and final examination, delegates receive an Institute of Commercial Management certificate.
We also offer a Certificate course in Legislative Drafting and the Legislative Process.
Certificate in Public Sector Media Skills and Communications:
The use by public sector bodies of external public relations agencies and consultancies for dealing with the media is being curtailed in current economic conditions. This will place additional pressures on public servants who handle the media relations and corporate affairs function for their organisations at a time when external interest in public services is already at a high level.
There are certain skills that are required for all performing the communication function in organisations, including writing skills, interview techniques, an awareness of different media types and formats.
This new course is specially designed for public servants with responsibility for the communications and corporate affairs functions. It is practical and highly interactive and has been specifically designed to help public servants meet the major media challenges that the current economic environment presents, where there will be less access to external help and PR support.
